M&J is seeking an Associate Vice President - Construction Management & Design (AVP) to lead and oversee the planning, design, and construction of capital projects across the Washington DC, Maryland and Virginia (US-DC-MD-VA) location. This executive role is responsible for developing strategic direction, managing multidisciplinary teams, ensuring project execution aligns with organizational goals, and delivering high-quality, cost-effective outcomes on time and within budget. The AVP provides expert leadership across the full project lifecycle-from conceptual design and budgeting through construction administration and closeout-while championing sustainability, innovation, and regulatory compliance.

Working with the FIST Lead and the Federal Strategy Lead, this executive-level position is responsible for leading civil engineering, construction management, and business development efforts across the Washington DC, Maryland, and Virginia Departments of Transportation as well as other agencies, including WMATA, MWAA, and VRE. The role includes managing multidisciplinary teams and projects, cultivating client relationships, and driving strategic growth across the region. The position reports to the Senior Vice President or designated supervisor.

Responsibilities

Business Development

Identify, qualify, and develop new business and staff augmentation opportunities across DDOT, VDOT, MDOT, WMATA, MWAA, and VRE.

Lead account planning, capture strategies, teaming (primes/subs), and proposal development.

Build and manage a 12-24-month pipeline; monitor RFP forecasts, attend industry days, and coordinate pre-RFP positioning.

Partner with marketing/proposals to craft persuasive technical and management write-ups and compliant submittals.

Maintain CRM hygiene and provide regular forecast, KPI, and capture status updates to leadership.

Conduct market research and identify growth opportunities.

Cultivate strategic partnerships and lead initiatives to expand market share.

Operations & Engineering Leadership

Oversee and direct construction management and civil engineering design teams, fostering a culture of high performance and continuous improvement.

Manage all future work in the DMV region, including budgeting, strategic planning, and resource allocation.

Coordinate with recruiting to identify and onboard qualified engineering and technical staff to meet project and client needs.

Ensure compliance with industry regulations and conduct regular audits.

Align departmental actions with M&J's business plan and vision.

Implement engineering policies, standards, and security measures.

Oversee recruitment, daily workflow, and project plan approvals.

Ensure projects are completed within budget and efficiently.

Negotiate contracts and coordinate contractor work.

Mentor mid-level directors, managers, and engineering professionals across engineering and operations.

Qualifications

Required

Bachelor's degree in Civil Engineering or a closely related field.

Professional Engineer (PE) license in DC, MD, and VA.

Minimum of 15 years of progressive experience in engineering management or project leadership in the region, particularly Virginia and Maryland.

Minimum of 3 years managing operations and business development in the civil engineering/construction management industry.

Proven experience working with DMV agencies such as DDOT, VDOT, MDOT, WMATA, MWAA, or VRE.

Strong leadership, communication, and strategic planning skills.

Demonstrated ability to manage budgets, teams, and complex projects.

Preferred

Master's degree in Engineering or related discipline.

20+ years of experience in the civil engineering/construction management industry.

Minimum of 5 years managing operations and business development.

Experience in business development and client relationship management.

Familiarity with DMV procurement processes.

Experience mentoring engineering professionals and managing cross-functional teams.

Knowledge of federal and state transportation and infrastructure regulations.
