Job description

The Napa Valley The Public Works Department at Napa County is conducting a Countywide Promotional Only recruitment to fill one (1) full-time vacancy for Engineering Manager. Only employees who are in permanent, allocated positions at Napa County are eligible to be considered for this Countywide Promotional Only recruitment. The eligibility list established from this recruitment may be used to fill current and future full-time, part-time, limited-term, and extra help vacancies in this classification at Napa County for up to twelve (12) months from the date the eligibility list is established.

About the Position: The Engineering Manager is an at-will management classification that is responsible for leading an engineering division within the Public Works Department. The position directs, manages, supervises, and coordinates the activities and operations of an assigned engineering division, and is responsible for overseeing work groups and programs of significant depth and complexity, or managing complex County programs. Additionally, this role is responsible for overall division management, setting objectives, and designing and implementing supporting programs, policies, and procedures to achieve departmental goals.

The Engineering Manager also serves as the responsible engineer in charge, overseeing budgets, capital improvement project scopes, schedules, and quality control to ensure effective service delivery. This position will coordinate assigned activities with other divisions, departments, and state and federal agencies while providing highly responsible and complex administrative support to executive leadership, including the Deputy Director and/or Director of Public Works. In Public Works responsibilities include overseeing capital improvement projects through design, construction, development, operations, and flood and watershed management.

An Engineering Manager may work in any of the following divisions of the Public Works Department: Transportation: Planning, design, construction and operation of the transportation system for the unincorporated area of Napa County. Facilities: Planning, design and construction of new, expanded or remodeled building facilities associated with Napa County government. Water Resources: Planning, design, construction and operation of stormwater, recycled water, potable water and waterway projects; management of State Water Project contracts.

General: Planning, design, construction and operation of other facilities not included above. Position Requirements: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Six years of increasingly responsible engineering experience, including four years of administrative and supervisory responsibility.

Education: A Bachelor's degree from an accredited college or university with major course work in transportation, civil, or mechanical engineering; water resources or a related field. License or Certificate:* Possession of a valid California driver's license. Possession of a valid certificate of registration as a Civil Engineer or Mechanical Engineer issued by the California State Board of Registration for Professional Engineers.

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position
