Job description

Position title : Combat Dive Program Manager Location : Pearl Harbor Hawaii Joint Base Pearl Harbor Hickam Clearance required : TOP SECRET/SCI Responsibilities include (but are not limited to): * Maintain a current and accurate inventory of SOF COH, CD, and Navy service common dive equipment, and ensure that all relevant technical documentation, including technical manuals, drawings, instructions, configuration management documents, policies, memos, and certification letters, is up-to-date and readily available in a technical library. * Ensure that the inventory and technical library are updated in a timely manner to reflect any changes, additions, or deletions to the equipment or documentation. * Develop and maintain comprehensive Technical Data Packages (TDPs) for SOF COH equipment and systems, as directed. These TDPs shall provide accurate and detailed documentation of the equipment and systems and shall be developed in accordance with established standards and guidelines. * Maintain configuration control of all approved SOF COH equipment, ensuring that any changes, modifications, or updates are properly documented, approved, and implemented. This should include maintaining accurate and up-to-date records of equipment configuration and ensuring that all equipment is properly labeled and identified. * Conduct an annual review of all SOF COH approved equipment that has been issued an Authorized to Operate (ATO) letter, to ensure that the equipment remains compliant with cyber security requirements and that all timeline milestones are accurately reflected. Ensure that all requests for CYBER extensions or deletions are submitted in a timely manner, and that all equipment is properly updated to reflect any changes to the ATO status. * Provide Subject Matter Expertise (SME) support for the host submarine (HOSUB) SOF COH program, serving as a knowledgeable and experienced resource for program policies and procedures. Provide expert guidance and support to ensure compliance and effective implementation. The contractor shall be available to provide SME support as needed and shall collaborate with program stakeholders to ensure that all aspects of the program are properly executed and managed. * Draft, process, and coordinate the approval of various types of correspondence including but not limited to dive waivers, requests for approval, diving assessments, dive system certifications, and configuration change requests. * Maintain and distribute regular updates to the SOF COH tracker, as directed by the Department Head. * Maintain a comprehensive and accurate historical file system, containing all approved correspondence and documentation related to SOF COH operations. Qualifications * Possess Navy Dive School certification (NEC M1DV or higher). * Must have 2 years minimum of technical experience in Naval Special Warfare, or equivalent TYCOM, inventory management concepts, practices, and procedures, to include government and industry best practices. * Experience in Special Operations Forces (SOF) diving operations, including Dry Combat Submersible (DCS), Dry Deck Shelter (DDS), Lockout Trunk (LOT), and Lockout Chamber (LOC) operations aboard SSN and SSGN submarines. * Possess a working knowledge of the NAVSEA/NOSSA Navy Lithium Battery Safety Program and shall be able to provide guidance and support to Naval Special Warfare (NSW) personnel as needed.
