The Role
The Civil Foreman leads a field crew in the construction, repair, and maintenance of telecom tower sites and supporting civil infrastructure. This role is responsible for day-to-day jobsite leadership, safety enforcement, quality control, and ensuring work is completed according to plans, specifications, and project schedules.
This is a working foreman position for someone who can lead from the front, manage crews effectively, and keep projects moving without cutting corners.
What You'll Do
Leadership & Project Execution
  • Plan, coordinate, and supervise daily civil construction activities for assigned projects
  • Lead, train, and mentor crew members while promoting TCE values and expectations
  • Read and interpret construction drawings, specifications, and scopes of work to ensure accurate execution
  • Manage materials, tools, equipment, deliveries, and jobsite documentation
  • Conduct daily jobsite briefings, hazard assessments, and crew planning
  • Maintain high proficiency with laser transit for layout and elevation control

Safety & Compliance
  • Enforce all OSHA, NATE, TCE, and client-specific safety policies
  • Ensure proper use of PPE, trench safety systems, barricading, lockout/tagout, and rigging practices
  • Identify and immediately address hazards, unsafe behaviors, or near-miss incidents
  • Complete and submit JHAs, incident reports, and required safety documentation accurately and on time

Technical Work
Oversee and actively participate in:
  • Tower foundation installation
  • Concrete pads and shelter foundations
  • Grounding systems, trenching, and conduit installation
  • Equipment platforms, fencing, and access improvements
  • Excavation, backfill, compaction, and grading
  • Safely operate heavy equipment including skid steers, mini-excavators, and compaction equipment

Quality & Customer Experience
  • Ensure work meets engineering plans, carrier requirements, and TCE quality standards
  • Communicate effectively with Project Managers, inspectors, and client representatives
  • Document job progress through photos, reports, redlines, and daily updates

Requirements
What You Need to Be a Fit
  • 3-5+ years of civil construction experience (telecom civil experience strongly preferred)
  • Previous experience leading a crew or working as a Foreman
  • Ability to read and interpret civil, structural, and utility drawings
  • Proficient in operating excavators, skid steers, compaction equipment, and hand tools
  • Strong understanding of grounding, trenching, concrete forming, and rebar installation
  • Valid driver's license with a clean driving record
  • Ability to travel and work outdoors in varying weather conditions for extended periods
