Description
The Division of Emergency Management is hiring a federally funded time limited (FFTL) Grants Administratorposition that implements and oversees approved financial agreements with third parties or subrecipients for theprovision of program services and/or develops and reviews grant applications. Monitors compliance with grantagreement guidelines.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely asthe result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)employee in a permanent position.
Job duties include but are not limited to the following:
- Coordinates with division management to ensure that all applications, plans, contracts and disbursements associated with the Public Assistance Program are accurate and comply with applicable statutes, laws, regulations, policies and procedures.
- Administers grants by collecting, monitoring, reimbursing and reporting on program applicant expenditures to ensure compliance, allocability and allowability in concert with agency program policies, procedures and activities.
- Provides technical coordination to subrecipients of federal grants who are responsible for the analysis and evaluation of program reimbursement requests, expenditures, disbursements and federal obligations.
- Monitors subrecipient achievements, risk assessments and budget performance; reporting material variances to management.
- Maintains proper date and reports to facilitate the reconciliation of award budgets to subrecipients, budget reporting and state and federal databases.
Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:Four years of research or administrative experience.
Substitute EDUCATION for EXPERIENCE:A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION:Research, administrative, or clerical experience will substitute for the required education on a year for year basis.

Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Travel is required.
