Project Overview:
Bechtel's Manufacturing & Technology (M&T) Business Unit is designing and building an Active Pharmaceutical Ingredient (API) Manufacturing Facility located at Generation Park in Houston, TX. M&T is an exciting and growing business unit that serves customers in the semiconductor, data centre, life sciences, and electric vehicle markets. Job Summary:
Bechtel has a strong commitment to protecting people and the environment as part of its mission, and is known for industry leadership in Environmental, Safety, and Health (ES&H). ES&H teams are comprised of three distinct disciplines that support our ES&H Management System and processes at project sites and offices. These teams include environmental scientists, safety specialists, and industrial hygiene scientists. Collectively, they provide technical guidance and perform planning, risk assessment, inspections and monitoring, training, and data management. An opportunity exists to work within the ES&H team at our Project located in North East Houston, Texas. The Emergency Response Specialist is responsible for assisting in the development and leadership of the project Emergency Services capability to include the Emergency Response Team and associated emergency personnel and operations. The Emergency Services Specialists reports to the Project Emergency Response Coordinator and collaborates with other ES&H professionals on execution of the project ES&H program. #LI-AE2
Major Responsibilities:
  • Assists in the development and implementation of the project's Emergency Services Program, in coordination with other project functional groups and ES&H personnel, per Bechtel and contract requirements.
  • Assists in the preparation and maintenance of the project Emergency Preparedness and Response Plan.
  • Assures that a notification system for incidents and emergency response is established, and that timely notifications are properly issued and documented.
  • Participates in ES&H risk assessment considering onsite risks, as well as offsite risks to the local community, associated with Bechtel activities and those of its subcontractors.
  • Helps select, develop, and manage the project's Emergency Response Team with the skills to respond to environmental, safety, or health emergencies and incidents.
  • Provides and facilitates training for employees and subcontractors regarding applicable aspects of incident prevention and emergency preparedness and response.
  • Reviews and approves rescue plans.
  • Assures inspections and monitoring of emergency response equipment and resources to maintain operational readiness.
  • Assures the development and maintenance of appropriate fire and rescue plans and procedures.
  • Coordinates emergency drills and exercises, and formally documents their outcome and opportunities for improvement.
  • Helps coordinate emergency response and centralized incident command and communication in concert with Senior Management, per the project's Emergency Preparedness and Response Plan and contract and Bechtel requirements.
  • Establishes and maintains a relationship with municipal emergency services and first responders, inclusive of coordination meetings, to assure mutual understanding of site access, communication protocols, and project activities and associated risks.
  • Supports project medical staff and their liaising with onsite and offsite medical facilities.
  • Provides supervision and guidance to project Emergency Services personnel, and coordinates with the customer's emergency personnel and those of their other contractors.
  • Participates in incident investigations and helps prepare or review incident reports, per corporate and project requirements and circumstances.
  • Participates in construction planning, meetings, and daily field reviews as appropriate for awareness and risk management.
  • Participates in execution of the ES&H program and supports all ES&H team members, inclusive of the three ES&H disciplines and their associated tasks.

Education and Experience Requirements:
  • Bachelor of Science degree (or equivalent) in occupational safety, health, or a science-related discipline from an accredited university or college and 4 or more years of relevant experience; or an Associate's degree (or equivalent) in occupational safety, health, or a science-related field and 6 or more years of relevant experience; or 8 or more years of relevant Emergency Management / Response experience.
  • Valid driver's license.

Required Knowledge and Skills:
  • Instructional level experience in: Fire Fighting High Angle Rope Rescue Confined Space Rescue Equipment and Machinery Rescue
  • Hazardous Materials Response Incident Command
  • Emergency Medical Response
  • Demonstrated experience in the successful leadership of an emergency response capability.
  • Thorough knowledge of technical rescue, emergency response strategies, and incident management.
  • Federal Emergency Management Agency (FEMA) Incident Command System and National Incident Management System Courses 100, 200, 700, and 800.
  • Working knowledge of OSHA regulatory standards and NFPA Standards and Guidelines.
  • Experience with Fire Protection and Emergency Response equipment.
  • Experience preparing and implementing Emergency Response plans.
  • Ability to research and comprehend organizational and regulatory requirements.
  • Excellent oral and written communication skills.
  • Computer skills for preparing presentations, data management, and report preparation.
  • Adaptable and able to work outdoors in a field environment under various weather conditions.
  • Ability to support multiple work shifts, as needed, and a wide range of tasks.

Preferred Qualifications:
  • Experience in pharmaceutical manufacturing facilities such as: Bulk API, sterile products, secondary packaging, devices, and lab projects
  • 5-10 years of direct experience on large capital projects, including regulated or validated settings
  • Deep understanding of cGMP regulations, and excellent interpersonal and organizational skills.
  • Experience in the following areas: GMP manufacturing, LEAN, automation, construction, construction quality, CQV (commissioning, qualification, and validation), project controls, the engineering disciplines, safety, and scheduling
  • Ability to lead and coordinate cross-functional teams (Owners, Architects, Engineers, QA/Validation, Contractors) in regulated contexts.
  • Certifications or hands-on experience in CQV; CSV awareness; familiarity with FDA 21 CFR Part 11, EU Annex 11, and related regulatory frameworks.
  • Demonstrated success delivering complex, multi-site projects in validated environments (GMP/GLP/ISO 17025) within labs, biopharma, pharmaceutical manufacturing, medical devices, healthcare, or related sectors.
  • Specific experience delivering validated environments: GMP/GLP labs, ISO 14644 cleanrooms, ISO 17025 laboratories, or similar.
