Job description

(Internal Title: Project Controls VI) Independently lead a team of Cost or Schedule or Estimating or Risk and other Project Controls personnel in a coordinated manner on high-risk, mega-sized projects or programs or on a similar scale portfolio of mid-to-large projects within a business unit to meet project or program requirements Manage the work of project staff under their project supervision, such that Project Controls services are completed as planned Perform corporate and department organizational, administrative, and staff management activities in addition to providing guidance, leadership, and training to others on project or program-level tasks, as required. Apply expert and industry-level typical and appropriate means and methods of Project Controls processes, knowledge, skills, tools, and techniques to meet project or program portfolio requirements from inception to completion Support the project execution team on cost, time, schedule, change management, and reporting for successful project delivery Develop a plan for integrated project controls including scope, cost, schedule, and progress of assigned projects based on industry best practices and by incorporating client's requirements when required Review and analyze project information and provide guidance to the project execution team on the project health Prepare and review project controls gate deliverables with Project Managers and Engineers Participate in the development of a budget and operating or delivery plans for the project controls services on a project or program in consultation with the team and client Prepare estimate plans for, budgets, and schedules for major projects and programs Lead the review of complex and mega project estimates and adherence to the scope, schedule, and budget Provide guidance and reviews of estimates and studies Analyze estimating data, estimate basis and assumptions, and correlate to other projects and standards for completeness and reasonableness Liaise with client personnel to gain an understanding of the specialized aspects of estimating methodologies Responsible for the overall direction of Project Controls services and ensures the work is fully supported in an integrated, compliant, efficient, and cost-effective manner Organize Project Controls services activities per the short and long-term mission, goals, and success criteria for the project or program Finalize the budget and operating or delivery plan for the project controls services in consultation with the project or program team and client Plan the human and material resources required to deliver project controls services successfully Exercise authority in managing the Project Controls team per the Project or Program plans Ensure goals are met in Project Controls services including customer satisfaction, and consulting Project Controls member performance Define the success criteria and disseminate them to the involved parties Lead the interface between client, consultants, and all associated service providers at all levels of the engagement model Implement and manage changes and interventions to ensure Project Controls service goals are achieved Facilitate regular meetings with clients, third parties, and managers to assess progress, resolve critical issues and mitigate risk, and understand and negotiate scope changes Responsible for managing senior-level customer relationships Oversee meetings with stakeholders (including senior management and sponsors) to make communication easy and transparent regarding Project Controls services matters Identify and analyze risks and implement mitigation strategies and contingency plans on the project portfolio Review and ensure adherence to the Project Controls services operating or delivery plan scope, schedule, milestones, budgets, and KPIs on the project portfolio and address issues with corrective actions as appropriate Develop and sign off on accurate and timely progress reports, proposals, and presentations to various audiences, including the project team, client senior executives, key stakeholders, and company Operations throughout the project portfolio lifecycle Formulate evaluation methods to assess Project Controls services effectiveness and identify areas for improvement Set and interpret clear and focused performance objectives and expectations for the project or program while delegating and managing deliverables with Project Controls team members Build and maintain a positive, high-performing team culture with an openness to constructive challenge, continuous improvement, implementation of lessons learned and an overall 'right-first-time" mindset Enforce acceptable standards of workmanship in project controls through every stage of the work Track and effectively manage clear and focused staff performance etc.), Estimating software, Risk software (ARM), etc. Considered a skilled and recognized leader in setting up effective Project Controls systems and procedures Advanced skills in Microsoft Office
