Responsibilities Specializes in multi-disciplinary engineering services to collaboratively solve complex problems that span various technical fields. Applies solutions by using the following, Engineering and Integration Services, O&S, Line of Sight and Satellite RF Communications, Systems and Architecture Support, National Nuclear, Command and Control, Communications, and Computer (N2C4) System Engineering and Integration, C2 and NC2 Communications Systems, Secure and Non-secure Voice and Data Systems, RF Systems, High Frequency (HF) Systems, Air-to-Ground and other communication service delivery, Senior Leader Communications Systems/Platforms, Human User Interface Control Systems, Console Design/Integration, and 3D Modeling and Computer Aided Drafting (CAD). Performs research, development, test, and evaluation (RDT&E) to improve mission planning, analysis, and execution capabilities for strategic deterrence. Researches and assesses Reliability, Maintainability, Quality, Supportability, and Interoperability (RMQSI) data as well as organizational and technical requirements for candidate solutions. Tests and evaluates system survivability, interoperability, reliability, maintenance, and maintenance upgrades. Conducts and documents capabilities-based assessments and analyses of alternatives (AoA). Performs shift work to ensure 7x24 coverage and support. Provides engineering, technical, and managerial direction for GOC system requirements definition, analysis, solution development and implementation of complex systems in engineering disciplines required to meet the GOC mission and technical requirements. Makes recommendations and advises on system development, improvements, optimization, or support efforts. Performs risk assessments and analysis employing modeling and simulation techniques. Demonstrated capability in systems development, systems analysis, systems integration and systems design. Requires competence in all phases of system analysis techniques, system design concepts, computer programming languages and the ability to work with end users to develop system designs from end users specifications. Qualifications Required Qualifications: * Must be able to work at Offutt AFB, full-time. * Active or transferable TS/SCI clearance, or be fully eligible to obtain TS/SCI access on day one of employment. Must maintain a Top Secret (TS) security clearance and access to Sensitive Compartmented Information (SCI), Nuclear Command and Control - Extremely Sensitive Information (NC2-ESI), North Atlantic Treaty Organization (NATO) and eligibility for Special Access Required (SAR) programs. * Bachelor's Degree in electrical engineering, computer engineering, systems analysis and/or systems architecture. Masters degree in applicable program. * At least 10 years of experience in Department of War (DoW) systems engineering. * Background and experience with strategic deterrence and global strike planning, including knowledge of Nuclear Command and Control (NC2) and Nuclear Command, Control, and Communications (NC3) operations and capabilities, strategic nuclear operations, joint integrated operations, joint warfighting doctrine, unified Combatant Command (CCMD) structure, and global command and control constructs. * Certifications: ITIL v4 Foundations plus one or more of the following DoW 8140 training courses: FITSP-O or GFACT or CASP+ or CCNP Security or CCSP or Security+ (complete within 6 months of hiring). Desired Qualifications: * M.S. in Electrical Engineering, a B.S. in Computer and Electrical Engineering. * Knowledge and experience in critical command and control requirements, inclusive of NC2 and NC3 operational capabilities and procedures. * Knowledge of national, DoW, and Chairman of the Joint Chiefs of Staff (CJCS) guidance, CJCS Emergency Action Procedures, U.S. Strategic Command (USSTRATCOM) Emergency Action Procedures, CJCS Instructions, and Presidential Policy Directives. * Experience in supporting USSTRATCOM Global Operations Center (GOC) and/or other operations centers at Combatant Commands, Joint Staff, or DoW levels.
