The Undersea Technology Portfolio, within SPA's Sea, Land, & Air Division, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging technologies and warfighting capabilities. We support clients across the undersea, naval special warfare, and expeditionary warfare enterprises, including those within resourcing and requirements, acquisition, and science and technology.
SPA is seeking a Technical Program Analyst to provide support primarily to Naval Special Warfare and Undersea Special Mission Systems program offices within NAVSEA. #KS
Responsibilities
The analyst will participate in and provide programmatic and technical support to U.S. Navy program offices charged with planning, assessment, management, and decision-making for all stages of system life cycle support including system design and development; resource scheduling and requirements planning and analysis; program documentation development; and other aspects of program coordination and execution. Long-term thinking, leadership ability, and strategic communications are vital. Responsibilities include:
  • Provide support in all aspects of system or technology life cycle, including requirements definition and analysis, system modeling, risk management, operations, performance, testing, manufacturing, cost and schedule, training, life cycle support, and disposal.
  • Analyze and evaluate new initiatives, technologies, and programs to meet mission requirements.
  • Support the development of system requirements, acquisition and technical documentation, and program plans and schedules.
  • Support government program managers in developing, managing, and evaluating contractual documentation and deliverables from the prime system integrator in support of system design and development acquisition milestones.
  • Provide engineering realism to the planning, programming, budgeting, and execution (PPBE) for undersea warfare systems.

Qualifications
Required Qualifications:
  • Bachelor's degree in a technical field (Engineering, engineering management, mathematics, operations research, physics, system engineering, computer science)
  • 1-5 years of relevant experience (this could include, but is not limited to, operational, policy, security, survivability, and/or technical)
  • Secret level clearance, and the ability to maintain it throughout employment

Desired Qualifications:
  • Experience with programing, Model Based Systems Engineering tools (DOORS, Cameo, etc.), or modeling languages (UML, SysML, AADL, FFBD, etc.)
  • INCOSE Systems Engineering certification or equivalent
  • Experience with supporting product/system life cycle efforts such as acquisition (initial requirements gathering, verification, testing, and validation), operation, or sustainment particularly for NAVSEA programs
  • Experience writing technical documents (e.g. systems engineering artifacts, technical manuals, etc.)
