Job description

Summary
The position is located in the Department of Veterans Affairs at the Northern California Health Care System, Mather, CA in the Nursing Service Line. The incumbent is primarily responsible for providing technical computer support to all of Nursing Service, which includes trouble shooting of software and hardware and instruction on the use of software and hardware.

Duties
Help
Provides technical assistance to functional users to minimize operational disruptions for the customer. Serving as the first-line of automation support, receives help requests from functional users and maintains log. Independently troubleshoots computer problems determining the nature of customer's problem(s); conducting research; providing answers; and/or determining solutions to technical questions relating to suspected hardware, software, or network failures. Initiates diagnostics and uses advanced diagnostic utilities to recover lost files and/or folders and to resolve disk and memory problems. Provides analytical and evaluative duties related to personal computers for both software and hardware problems. Uses standard computer commands to generate error messages to help identify defective components/part(s). Replaces faulty computer parts with on-hand supplies. Identifies ADP equipment that should be replaced upon request and reports to proper authority. Maintains count of equipment on-hand for issue. Provides "hands-on" and verbal assistance in the loading of software, disk maintenance procedures, configuration of hardware and/or software, and trouble shooting for isolation of problem areas.
  • In-depth knowledge of standard and nonstandard computer operating methods, procedures and diagnostic techniques to isolate, identify, and resolve or seek assistance in resolving problems that affect system operating efficiency. This knowledge is used also to diagnose the nature and sources of problems involving equipment, programs, or systems and to define the results of such analysis to others who specialize in resolving such conditions.

  • Knowledge of the objectives, overall design and operation principles of computer systems in order to recognize interactions with the programs' functions to include Windows NT Network Operating System, Microsoft Office Programs, Veterans Integrated Systems Technology Architecture (Vista) and a wide variety of associated support system networks and software.

  • Knowledge of established techniques and requirements of the employing organization to perform basic fact-finding and analysis.

  • Ability to run and monitor test programs to identify problems or potential for obvious problems. Knowledge of appropriate environmental conditions necessary for continuous operation, and emergency procedures in case of security risk situations
  • Knowledge of prevailing practices in Information Technology to propose alternative approaches in applications system development and or resolve problems related to networks

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 6/11/2026
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience related to this position includes experience in program administration and management; assistance with day-to-day operational duties; communicate effectively both verbally and in writing with variety of individuals; problem solve and apply decision making skills; sustaining processes and procedures to ensure program effectiveness; interpreting, analyzing, and responding to requests for information from internal and external entities; collecting, compiling, managing and reporting program data; preparing correspondence and reports utilizing automated software (such as Microsoft Word, Excel, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is generally sedentary. The incumbent may do some walking, standing, bending, or carrying of light items such as files, papers, brochures, binders, etc. No special physical demands are required to perform the work.
