JOB DESCRIPTION

The Senior Product Owner/Product Manager performs a variety of professional duties in technology product planning, deployment, and support throughout the product lifecycle to ensure business goals are met and stakeholder satisfaction remains high. The position leads product strategy and enterprise initiatives, shaping long-term vision, driving cross-functional alignment, and ensuring measurable business and customer impact.

DISTINGUISHING CHARACTERISTICS

This is the senior level of the Technology Product Manager series. At this level, work may be performed under limited supervision or under limited direction. Incumbent possesses considerable latitude to accomplish tasks, which may include lead workers or supervisor duties.

SUPERVISION EXERCISED AND RECEIVED
  • Receives supervision from departmental management/supervisory level roles.
  • No formal supervisory responsibilities; may lead the work of lower-level staff, contractors, and/or man-aged services.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Defines and drives long-term technology product and portfolio strategy aligned to agency vision and industry trends.
  • Establishes and governs technology product roadmaps, prioritization frameworks, and investment decisions.
  • Defines enterprise-level KPIs and ensures consistent outcome-based delivery across initiatives.
  • Serves as executive advisor and escalation point for complex product and technology decisions.
  • Builds deep customer understanding; anticipates future needs and shapes strategy accordingly.
  • Leads large, complex programs across multiple teams, vendors, and workstreams.
  • Oversees vendor ecosystem: sourcing strategy, contract negotiation, performance management, and risk mitigation.
  • Drives procurement strategy ensuring compliance, value realization, and scalability.
  • Establishes product management standards, governance, and best practices across the organization.
  • Coaches and mentors product managers; elevates organizational technology product capability.
  • Leads organizational change management, adoption, and communication strategies for large-scale initiatives.
  • Champions data-driven culture; ensures decisions are grounded in evidence and measurable outcomes.
  • Facilitates executive-level discussions to drive alignment, resolve conflict, and ensure clear decisions.
  • Sets strategic direction and influences enterprise decision-making.
MINIMUM QUALIFICATIONS Education and Experience
  • Bachelor’s degree in computer science, information technology, engineering, business management, or a closely related field.
  • A minimum of seven (7) years of experience in progressive business systems analysis, product management, or other related work experience.
  • A combination of training, education, and/or experience that provides the required knowledge, skills, and abilities may be considered when determining minimum qualifications. Advanced relevant coursework may also substitute for a portion of the required education or experience.
Preferred Qualifications
  • Lean Six Sigma Black Belt certification
  • AIPMM Agile Certified Product Manager and Product Owner, Scaled Agile POPM certification, or related certification
  • Design Thinking certification
