The system strives to become as good at preventing disease as it is at treating it. Founded in 1837, Cuyahoga County's safety-net health system operates four hospitals, four emergency departments and more than 20 health centers.
Summary:

Leads the strategy, operations and execution of population health analytics, reporting, and program evaluation, with a particular focus on state-directed payment programs and other value-based incentives. Directs the evaluation and operational analytics for complex population health programs, ensuring timely, high-quality insights for both internal leaders and external stakeholders. Collaborates closely with system leadership, state coalitions, and external stakeholders to support program oversight, compliance, performance measurement and continuous improvement. Upholds the mission, vision, values, and customer service standards of The MetroHealth System.
Qualifications:
Required:
  • Bachelor's degree in Mathematics, Statistics, Public Health, Computer Science, Operations Research or related field and 8 years of progressive development/analytical experience.
  • In lieu of degree, 10+ years of progressive development/analytical experience.
  • Experience with an electronic medical record (EMR) system, i.e. Epic, Cerner.
  • Expert knowledge of programming with SQL.
  • Proficient in one of the following languages: C#, Python, or R. Expert in designing program evaluation, research, and business reporting.
  • Experience with Agile development/management methodology.
  • Experience with Continuous Integration/Continuous Delivery.
  • Experience with data visualization approaches (i.e,. Tableau, RMarkdown, shiny).
  • Ability to interact effectively with a wide range of cultural, ethnic, racial, and socioeconomic backgrounds.

Preferred:
  • 12 years of progressive development/analytical experience.
  • Experience with one or more of the following: Kronos, Infor/Lawson, EPSi.
  • Knowledge of machine learning, data mining, and predictive analytics.
  • Experience with Big Data technologies (i.e,. Hadoop, Spark, Hive, Pig, Sqoop, Flume, Oozie).
  • Experience with Cloud (i.e., Azure, AWS).
  • Knowledge of statistics, simulation, and data modeling.
