Posting Details
The New Mexico State Police Innovation Bureau is responsible for researching, evaluating, implementing, maintaining and training on emerging law enforcement technologies across the agency. The Innovation Bureau oversees the Data Analytics Unit (DAU), which provides agency-wide data analysis on NMSP and other NM based law enforcement agencies, court data, and data from the systems Innovations maintains. Additionally, DAU fulfills mandatory federal and legislative reporting obligations for NMSP and supports analytical programs including LPR data analytics and agency wide data quality monitoring.
Why does the job exist?
The DAU currently operates with three staff (one supervisor and two analysts) and carries three standing reporting mandates: PMT (quarterly legislative performance metrics), DCRA (federal death-in-custody reporting), and FBI Use of Force via LEEP, in addition to supporting command staff analytics, LPR data queries, and ongoing data quality work. As the agency's analytical demands expand with new technology programs, the unit needs a senior-level analyst capable of designing advanced statistical models, leading performance measurement development, and responding to legislative and executive-level requests without supervisory involvement. The existing team has no dedicated lead-level capacity for complex modeling or methodology design.
How does it get done?
Leverage existing NMSP systems to provide reports on law enforcement data. Design and implement statistical models and data visualizations to support agency command staff, the Legislature, and federal reporting partners. Develop and maintain performance measurement and accountability systems. Respond to research requests from agency management, legislators, and stakeholders. Lead methodology for FBI LEEP Use of Force reporting, PMT quarterly submissions, and DCRA federal compliance reporting. Provide technical guidance to junior DAU analysts. Serve as the unit's lead statistical resource and, where required, as the agency's chief statistician.
Who are the customers?
Chief's staff and agency command staff; New Mexico Legislature; federal agencies including the FBI and Bureau of Justice Assistance; Innovation Bureau leadership; and other NMSP units requesting analytical support.
Ideal Candidate
Analyst with a Bachelor's degree in Data Analytics, Data Science, Statistics, Computer Science, Information Systems, Mathematics, Business Analytics, or a closely related field, and six (6) years of professional experience in data, statistical, or business analysis, or public safety data management experience in public safety data, capable of working independently. Experience producing research products for executive or legislative audiences. Familiarity with law enforcement record management systems and federal reporting frameworks is a significant advantage. Direct experience with Mark 43, Peregrine, TraCS, and generally with LE vendor systems are welcome. Experience with NMSP and DPS systems is ideal. Ability to learn new systems as they come online is essential.
Minimum Qualification
Bachelor's degree from an accredited college or university in Business or Public Administration, Accounting, Finance, Economics, Mathematics, Statistics, Computer Science, Psychology, Marketing Research, Sociology, Education, or other related field with nine (9) years of experience directly related to position at time of posting or in the development, implementation and management of accountability systems, performance measures, data collection, analysis, statistical research, and/or advanced statistical modeling or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years may substitute for the required education and experience.
Employment Requirements
Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.
In addition, the selected candidate must possess and maintain a valid driver's license and obtain a Defensive Driving Certificate from the State of New Mexico.
Working Conditions
Regular work requires office attendance on a regular basis, with occasional travel to district offices or legislative meetings as necessary. Work involves extended periods at a computer terminal analyzing large datasets in a standard office environment. This position is advertised as Term, as it will be funded through a special legislative appropriation until the term of that appropriation ends, at which time the position will be transitioned to permanent and funded via recurring agency funds.
