We are seeking a skilled and experienced Program Manager to join our team!

The Program Manager (PM) will provide overall leadership, direction, and execution oversight for a multi-disciplinary contract supporting the Corona Division's Performance Assessment Department (PAD). The PM is responsible for managing all aspects of contract performance, ensuring the successful delivery of Technical Engineering (TE), Information Technology (IT), Data Management (DM), Information Assurance (IA), and Logistics services.
This role ensures the integration, operation, maintenance, deployment, and protection of PAD's telecommunications systems and IT infrastructure to enable secure, near-real-time data transfer, voice communications, and quantitative performance assessment for fleet and test & evaluation (T&E) missions.
Key Responsibilities

ย  ย  ย  ย  Program Leadership & Oversightย 
o ย  Serve as the primary point of contact with the Government for all contract-related mattersย 
o ย  Provide strategic direction, planning, and execution oversight across all functional areas (TE, IT, DM, IA, Logistics)ย 
o ย  Ensure alignment with mission objectives supporting PAD and Corona Divisionย 
ย  ย  ย  ย  Contract & Performance Managementย 
o ย  Manage cost, schedule, and performance to meet contractual requirementsย 
o ย  Oversee staffing, resource allocation, and workforce performanceย 
o ย  Ensure timely delivery of all contract deliverables and reporting requirementsย 
ย  ย  ย  ย  Technical & Operational Managementย 
o ย  Oversee the design, engineering, integration, deployment, operation, and maintenance of PAD systems and infrastructureย 
o ย  Ensure continuous operation of telecommunications systems enabling secure data transfer and voice communicationsย 
o ย  Support modernization efforts for IT infrastructure and ensure system scalability and reliabilityย 
ย  ย  ย  ย  Data Management & Mission Supportย 
o ย  Ensure execution and compliance with the Data Management Plan (DMP)ย 
o ย  Oversee data collection, distribution, and accessibility to support test and analysis communitiesย 
o ย  Support real-time and post-event data dissemination for fleet and T&E eventsย 
ย  ย  ย  ย  Cybersecurity & Information Assuranceย 
o ย  Ensure compliance with all IA, cybersecurity, and accreditation requirementsย 
o ย  Protect PAD's Information Systems (IS) from cyber threats and vulnerabilitiesย

Required Qualifications
ย  ย  ย  ย  Bachelor's degree in Engineering, Information Technology, Computer Science, or related field (Master's preferred)ย 
ย  ย  ย  ย  10+ years of progressive experience managing complex technical or defense-related programsย 
ย  ย  ย  ย  Proven experience managing contracts involving engineering, IT infrastructure, data management, and cybersecurityย 
ย  ย  ย  ย  Strong knowledge of DoD acquisition processes and program management best practicesย 
ย  ย  ย  ย  Demonstrated ability to manage multi-disciplinary teams in a mission-critical environmentย 
ย  ย  ย  ย  Excellent leadership, communication, and stakeholder engagement skillsย 
Preferred Qualifications
ย  ย  ย  ย  Project Management Professional (PMP) certification or equivalentย 
ย  ย  ย  ย  Experience supporting Navy or DoD test and evaluation environmentsย 
ย  ย  ย  ย  Familiarity with telecommunications systems, secure data transfer systems, and fleet operationsย
