Job description

Project Overview:

The Medical Education and Training Campus (METC) is a sprawling, state-of-the-art enlisted medical training center for Army, Navy, Air Force and Coast Guard medics, corpsmen, and technicians. The Tri-Service Campus has over fifty (48) medical programs, and twenty-four thousand (24,000) annual graduates. It is a state-of-the-art DoD healthcare education campus that trains enlisted medical personnel. The Information Technology Multimedia Division (ITMD) and The Campus Support Branch (CSB) have been operational since May 2010.

The METC operations and facilities comprise two hundred and five (205) full-time equivalent (FTE) positions that are shared among the three services and training operations with an anticipated throughput of twenty-four thousand (24,000) students annually and a faculty and staff of one thousand seven hundred (1,700). Facilities supported by METC Campus Support Center include all administration, classrooms, and faculty located in buildings 895, 899, 1070, 1291, 1356, 1364, 1374, 1375, 1393, 1394, 2640, 4120, 4194E and Camp Bullis.

The METC ITMD provides Command, Control, Communications, and Computer/Information Technology (C4/IT) services, Information Assurance, and Computer Network Defense to the campus and support activities at the CSB, ITMD, and Director for Administration (DFA) using ServiceNow.

The METC requires Information Technology (IT) services to augment METC provided C4/IT Campus services. In order to fulfill the METC Mission and Vision Statements C4/IT support is a key component affecting the readiness and sustainability of critical C4/IT support activities across the campus.

The METC has a requirement to augment its workforce to provide C4/IT service to the campus. Currently, the Navy staff its personnel to support the METC mission with contractors. The METC has a support base of roughly eighty-five hundred (8,500) daily users. The organization manages an average of approximately 20,000 incidents per year.

Primary Responsibilities:

  • Apply established technical standards and security policies for LAN topologies and network components.
  • Identify, analyze, and remediate network security vulnerabilities.
  • Install, configure, troubleshoot, and maintain enterprise network devices including Layer 2 and Layer 3 switches and routers.
  • Implement, troubleshoot, and support Voice over IP (VoIP) solutions.
  • Manage and administer Cisco Call Manager and Cisco Unity systems.
  • Install, relocate, troubleshoot, and remove VoIP telephones for customers as required.
  • Provide local common-user LAN and Campus Area Network (CAN) support, including troubleshooting and repair.
  • Install, configure, support, and troubleshoot Virtual Private Network (VPN) solutions for remote connectivity.
  • Support VPN appliances and wireless networking technologies.
  • Monitor LAN and CAN environments using enterprise network management tools to assess performance, analyze network activity, and ensure high network availability.
  • Perform network discovery, diagnostics, and fault analysis to identify and resolve network issues.
  • Generate and provide network utilization and performance reports.
  • Manage network hardware and software including configuration management and capacity management.
  • Develop, draft, and maintain Standard Operating Procedures (SOPs) related to network operations and support.
  • Maintain flexibility in scheduling to support after-hours or weekend work for special projects when required, while ensuring total work hours do not exceed 40 hours per week.

Required Skills & Qualifications:

  • Demonstrated experience with enterprise network management and monitoring tools including: CiscoWorks, NetView, and SolarWinds Orion (NPM, NetFlow, and virtualization modules) in a heterogeneous network environment.
  • Experience with wireless networking technologies including IEEE 802.11b/g/n standards.
  • Knowledge of wireless authentication protocols including EAP, PEAP, EAP-TLS, and EAP-TTLS.
  • Strong understanding of cabling standards, core networking protocols and services including TCP, UDP, IP, STP, CDP, HSRP, DNS, DHCP, VTP, VPN, FTP, TFTP, IAS, VoIP, NAT, and IEEE 802.1X.
  • Experience configuring, administering, and troubleshooting network hardware including Cisco ASA 5500 Series Adaptive Security Appliances; Cisco 3000/4000/5000/6000 series devices; Brocade/Ruckus multilayer switches and routers; and Cisco Unified IP Phones.
  • Experience providing technical troubleshooting and touch support for enterprise or commercial network environments, including support for Pearson VUE testing center network infrastructure.
  • Demonstrated ability to communicate complex networking concepts to both technical and non-technical personnel.
  • Experience developing technical documentation, system design documentation, and operational procedures.
  • Ability to maintain a professional demeanor and represent the organization positively in customer-facing environments.
  • Ability to work a flexible schedule when operational requirements necessitate.
  • The employee is regularly required to sit, talk, stand, walk, reach, bend or lift up to 20 pounds. Occasionally required to push, pull, and lift up to 50 pounds.

Education/Experience:

  • Education: Bachelor’s degree in computer science, Information Technology, or a related field.
  • Experience: 6+ years of experience in network administration, with significant experience in a government or complex enterprise environment.


Certifications (Required):

DoD 8570/8140 IAT Level II baseline certification with current Continuing Education (CE) certification.
