About the Role


Primary Care Attachment Repository (PCAR): A centralized digital solution designed to capture and maintain the attachment status of all OHIP-eligible Ontarians. PCAR will enable improved system-level planning and facilitate better access to primary care services. This initiative is part of the Primary Care Action Plan, supporting the governmentโ€™s goal of ensuring that every Ontarian is connected to primary care.


Responsibilities



  • Provide project management for various high-profile projects within the branch
  • Ensure project deliverables meet clientsโ€™ business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks
  • Interact with senior staff within the ministry and with external partners and manage relationships
  • Lead organizational development, strategy development, business planning, and ministry funding requests.
  • Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan
  • Identify team members in various disciplines, clarify roles and responsibilities, and set task/ deliverable/performance expectations for resources that are both OPS unionized employees, as well as Fee for Service (FFS) consultants
  • Resolve resourcing and inter-personal conflicts, negotiate changes to resourcing, ensure knowledge is shared among team members so that project objectives and deliverables are met
  • Develop complex project budgets based on multiple funding channels and cross-ministry dependencies
  • Effectively manage large project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
  • Use ministry project management tools for recording and reporting project/program data
  • Participate in team meetings
  • Create/update Integrated Project Management Plan (IPP), adjust and update IPP as per change requests
  • Perform reviews of schedule, variance analysis, adjust leads and lags, and revise schedule
  • Manage and monitor project progress, critical path activities, and report on slippage
  • Create overall project status and project progress reports for project executives and stakeholders
  • Identify and manage issues, review issue status, and produce issue logs
  • Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed
  • Articulate and prioritize issues and risks at senior executive levels, and recommends mitigation strategies for decision makers
  • Review change requests, and prepare change requests report to be reviewed by Change Control Board, and adjust integrated project plan accordingly
  • Prepare business transformation and adoption plans
  • Create and provide knowledge transfer documentation as part of the knowledge transfer plan
  • Establish and participate in steering committee and stakeholder forums
  • Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels
  • Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects - concept, definition, planning, implementation and close-out
  • Promote OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and the control of the use of I&IT resources
  • Adopt and adhere to OPS Unified I&IT Project Methodology, OPS/e-Health Ontario Gating process
  • Be a demonstrated team player with a track record for meeting deadlines.

  • Over 10+ years of project management experience leading and planning complex, mission critical projects or initiatives involving business transformation, and design, development, implementation, and integration of IT solutions and services including web-based applications, Cloud-based services, and APIโ€™s.
  • Over 10+ years of experience with the Software Development Life Cycle following Waterfall, DevOps, Agile or Iterative methodologies and practices.
  • Working with business analysts and system designers to define project scope, and design and translate the business requirements and functional specifications into an application design appropriate to meet the business and operational/IT needs
  • Leading a team of business analysts, designers, developers & testers, and working with cross-functional teams
  • Overseeing the development of agreed-to IT solutions and implementation of those solutions, including design, test, installation and monitoring of the new systems and services.
  • Gathering and developing requirements in order to create and maintain a detailed project schedule, timelines, resource and integrated plan
  • Acting as the senior business/technical expert, coordinating all aspects of a specific deliverable including the oversight of team members where appropriate
  • Applying business process transformation and re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches
  • Identifying, articulating and prioritizing issues and risks at senior executive levels and recommending mitigation strategies for decision makers
  • Establishing and participating in working groups and stakeholder forums
  • Developing detailed project management documentation
  • Identifying conflicts and communicating deliverable conflicts or issues to the engagement lead or client manager
  • Proactively identifying, managing and working with relevant parties on risk mitigation strategies to ensure commitments and deliverables are completed as per approvals and stakeholder expectations
  • Anticipating and resolving problems to ensure that the deliverables are completed, on time and within budget, to the highest quality, meeting or exceeding expectations
  • Identifying and resolving project conflicts related to resources, schedules, cost etc.
  • Developing and/or supporting the development of training and communications material in support of large system implementation
  • Developing, preparing reports and presentations, including options, recommendations, implementation plans, designs, strategies and change-management options
  • Developing, maintaining and regularly completing any reporting or dashboard tools required by project sponsors/clients
  • Presenting solutions in written or oral reports, preparing documentation and presenting progress reports to clients
  • Providing project, program, and/or portfolio reporting to multi-stakeholders at management levels
  • Using appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects - concept, definition, planning, implementation and close-out
