Description:

Duties and Activities Performed:


· Maintain the following metering and BMS includes approximately 141 electric meters, 85 gas meters, 89 water meters and 10 steam meters, 13 ethernet switches, 58 cellular routers, 31 media converters, 70 JACEs and 3 Microsoft servers


· Maintain meter data integrity and network/device stability effectively manage the individual settings, configuration and backups of the Shark electric meters and their connections to the gas, water and steams meters using the MODBUS protocol


· Maintain, document and perform firmware updates for the Shark meters


· Maintain and handle service help tickets for all the meters. This requires in depth knowledge of the troubleshooting protocol for

the Shark meters, MODBUS and pulse technology.


· Maintain ethernet switches, routers and/or building control devices. Administrative level access and knowledge is needed to manage these devices.


· Maintain each shark meter, switch, etc. has a network presence which must be documented and assessed annually with actual vulnerability analysis software as this system has an ATO (Authority to Operate).


· Maintain coordination with ISEC group with all the configuration and vulnerability analysis for the networks for which expertise in cybersecurity and knowledge of the Risk Management Framework (RMF) is a requirement.


· Provide location specific energy data to engineers, often with large data sets, which are labeled, validated and summarized into a usable format so that engineers do not have to figure out how to present the data. This requires expert level analysis using advanced excel formulas, MS Power Bi and a solid understanding of data formats and how to convert data between them.


· Provide quarterly data reports to AWERS and others (water usage for south post) which requires knowledge of the physical meter locations and how to validate the data from the meters.


· Provide monthly meter reading data to enable BOID to invoice for the usage which is not difficult but can be time consuming.

· Provide monitoring for (Meter Data Management System) MDMS system


· Provide integrated energy data into the building management system. This requires a thorough knowledge of the entire metering system as well as the building management system and administrative access to both systems.


· Participate in status calls and in the field to validate contractors working the Wireless to Wired project. This requires thorough understanding of the physical wiring requirements. MODBUS configurations, JACE programming as well as the cyber security requirements to allow devices access to the NIPR.


· Participate and review ACAS assessments for the servers


· Participate and review JACE devices to provide direct remediation


· Participate and review Bi-annual user reviews


· Provide annual contingency plan and incident response tabletop exercise


· Maintain documentation and proof of security assessments, findings and mitigations.


· Provide approved stakeholders with STIG/SRG (Secure technical implementation guidance/secure requirements guide) scan data and result analysis in a format upload able to eMASS.


· Participate and review guidance to contractors responsible for NIPR devices. (weekly)


· Apply application and operating system updates to the servers (monthly).


· Perform and manage backups for servers and JACEs (monthly)


· Developed and implemented a process to enable reliable verified meter data collection for buildings.


· Perform duties to keep ATO (Authority to Operate) on metering system and prepared a second backup system to be integrated into the ATO.


· Update and perform STIG (Secure technical implementation guidance) documentation on servers, cellular routers and building switches bi-annually.


· Work directly to assess electric, gas and water availability and accuracy by performing regular spot checks.

· Update all IT equipment associated with the metering program and verify weekly ACAS scans from the regional Network Engineering Command.


· Pass vulnerability scan results and mitigation strategies to contractors responsible for building point of control (BPOC) devices


· Performed the technical installation and integration into the system for buildings’ electric, gas and water meters after renovation are complete.


· Work seamlessly with IT and other contractors to unsure meter data is accurately reflected in the Army Meter Data Management System (MDMS)


· Physically record and prepare billing data for meters monthly.
