IT Computer Systems Manager Level 3

I.T. Computer Systems Managers manage and direct an Information Technology area at a College or University level. They set policies and procedures, direct technical staff, and maintain responsibility for administrative as well as technical issues within their assigned area(s) of responsibility. They may manage major and/or large, complex information systems activities and/or manage a unit or group.

The City College of New York (CCNY) is the founding institution of the City University of New York (CUNY and is comprised of outstanding programs in architecture, engineering, medicine, and the liberal arts and sciences, annually serving over 16,000 undergraduate and graduate students. Leading CUNY in funded research, CCNY hosts a number of research centers including two new advanced research centers.


CCNY's Office of Information Technology (OIT) is a vital component of the college's operation responsible for software applications, hardware support, telecommunications, media services, network infrastructure, instructional technologies and information security. The OIT is committed to collaborating with the college community to provide excellent information technology products and services.


Reporting to the Director of Application Development, the Senior Full Stack Developer leads the design, development, testing, and maintenance of enterprise applications supporting college business operations. In addition to hands- on development, the incumbent contributes to the planning and implementation of application systems, establishes and promotes development standards, and provides technical leadership and guidance to development staff. The role supports the coordination of application development activities and collaborates across IT units to ensure alignment with institutional priorities and technology standards. In addition, he/she will collaborate with other IT units, including PMO, Networking, IT Operations, User and Instructional Support Services, and Business Services.


Duties Included but not limited to:

  • Provide technical leadership in the planning, design, and implementation of application systems, ensuring alignment with enterprise architecture, security standards, and institutional IT strategies.

  • Design and develop new features and /or maintain existing applications developed on PHP, Java, JavaScript, Python/Pandas, and Transact-SQL.

  • Develop automation and data processing scripts using Python and Pandas as part of ETL processes, application integrations, and reporting solutions

  • Deploy ETL (Extract, Transform, Load) plans for campus data in support of current systems and/or new projects.

  • Develop efficient, optimized stored procedures and demonstrate proficiency in managing transactions in SQL Server

  • Build software project implementation plans and schedule/estimate completion times for tasks in the plan.

  • Perform code audits of current and legacy applications, in front, back and middle tiers

  • Maintain code standards for deployed code, often suggesting linting tools to accomplish the task

  • Work with stakeholders in demonstrating project milestones and being receptive to suggestions that continue to fall within original scope. Notify of risks in developing solutions outside of project scope as time and/cost overrun impacting project deliverables

  • analyze web applications for adherence to html/css syntax and validations: examine application latency and recommend possible solutions based on best practices

  • Consistently write, translate, and code software programs and applications according to specifications; write programming scripts to enhance functionality and/or performance of College applications as necessary.

  • Design test cases that reproduce issues identify business and technical requirements for proposed system modifications or technology purchases: Provide input to telecommunications strategy based on findings.

  • Generate statistics and write reports for management and/ or team members on the status of the programming process: develop and maintain user manuals and guidelines.

  • Train end users to operate new or modified programs as well as manage and /or provide guidance to junior team members.

  • Leverage AI-assisted development tools (e.g., Git, HUB Copilot, Claude) to improve development speed, code quality, test coverage, and documentation while adhering to college standards.

  • Design and refine effective AI prompt and reusable prompt \"Skills\" or workflows to support common programming, debugging, and reporting tasks for the team.

  • May provide day-today- oversight and coordination of development activities and serve in a lead or acting capacity in the absence of the Director


MINIMUM QUALIFICATIONS

Six (6) years of progressively responsible full-time paid information systems technology experience,atleast eighteen (18) months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.


Education at an accredited college or university may be substituted for the general information systems technology experience at the rate of one (1) year of college for six (6) months of experience up to a maximum of four (4) years of college for two (2) years of experience. In addition, a master’s degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the eighteen (18) months of administrative or managerial experience described above.


Experience in an administrative capacity must include, but is not limited to, responsibilities such as: monitoring an IT budget; reviewing and approving IT procurement and invoice payments; reviewing and approving contracts with vendors; monitoring and approving IT projects; setting standards and best practices; risk evaluation (e.g., security, reputational, operational); organizational development; chairing or participating in IT Governance and Advisory committees; and/or overseeing vendor relationship management.


Experience in a managerial capacity must include, but is not limited to, responsibilities such as: strategic planning for an office/division; creating and implementing policies; setting standards and best practices; defining and documenting project scope; root cause analysis with recommendations; collaborating with other managers and executives to define future state of IT program; and/or forecasting.


The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of a word processing package; use of a hand-held calculator; data entry; operation of data processing hardware or consoles.


OTHER QUALIFICATIONS

  • A minimum of seven years' application development experience

  • CSS3,HTML5,XML,JSON,DHTML,AJAX,jQuery

  • Working knowledge of various programming languages and server-side application functionality including Java, ASP, PHP, Python/Pandas, and Transact-SQL

  • Familiarity with PHP Symphony framework

  • Windows and Linux Server Environment

  • IIS/Apache management and configuration

  • DOS/Command-line scripting, JavaScript, PowerShell, Unix shell

  • Version control systems: GitHub, GitLab

  • Working knowledge of web application security best practices and procedures - Encryption, SSL, OAuth2, SAML

  • Experience working with APIs and web services -SOAP, REST

  • Experience building responsive database - driven applications and websites

  • Demonstrated experience designing for the web, email and other on-line placements

  • Experience using AI-assisted coding


COMPENSATION

$125,000


BENEFITS

CUNY offers a comprehensive benefits package to employees and eligible dependents based on job title and classification. Employees are also offered pension and Tax-Deferred Savings Plans. Part-time employees must meet a weekly or semester work hour criteria to be eligible for health benefits. Health benefits are also extended to retirees who meet the eligibility criteria.
