Job description

Manager of Payroll & HRIS Operations

Job Summary

The Manager of Payroll & HRIS Operations is responsible for the strategic oversight, administration, compliance, and continuous improvement of payroll operations and Human Resources Information Systems (HRIS). This role ensures accurate and timely payroll processing, regulatory compliance, system integrity, reporting accuracy, and operational efficiency across payroll and HR technology functions.

In addition, this position provides operational support for key HR processes and administrative functions, including onboarding, offboarding, benefits administration, compliance tracking, employee documentation, and leave administration. The HR Operations component of this role focuses on process execution, coordination, and administrative support and does not include full ownership of the Human Resources function.

Key ResponsibilitiesPayroll Leadership & Administration
  • Direct and oversee bi-weekly payroll processing to ensure accuracy, timeliness, and compliance.
  • Manage payroll reconciliations, payroll-related general ledger activity, and supporting documentation.
  • Oversee employee deductions, including benefits, garnishments, retirement contributions, and other withholdings.
  • Ensure accurate payroll tax administration, filings, and compliance with federal, state, and local regulations.
  • Manage PTO, leave, and compensated absence calculations and tracking.
  • Review and validate payroll data, employee records, earnings, and payroll adjustments.
  • Coordinate year-end payroll activities, including W-2 processing and annual reporting requirements.
  • Lead payroll-related audits, including workers' compensation, retirement plans, insurance audits, and external financial audits.
  • Monitor and implement changes in payroll legislation and regulatory requirements.
  • Develop and improve payroll policies, procedures, and internal controls.
HRIS Management & Optimization
  • Serve as system administrator for ADP and other HRIS platforms.
  • Maintain and oversee employee records, system workflows, and data management processes.
  • Configure, test, and implement HRIS enhancements and system updates.
  • Generate and analyze payroll, workforce, compliance, and operational reports.
  • Ensure data integrity, accuracy, and consistency across HR and payroll systems.
  • Manage user access, security roles, and system permissions.
  • Identify and implement process automation opportunities to improve efficiency and reduce manual effort.
  • Collaborate with HR, Finance, and leadership teams to optimize HRIS functionality and reporting capabilities.
  • Develop HRIS procedures, documentation, and training resources.
HR Operations Support
  • Provide operational support for onboarding and offboarding processes.
  • Assist with benefits administration, enrollment activities, and employee benefit changes.
  • Maintain personnel files and employee documentation in accordance with regulatory requirements.
  • Support compliance tracking, reporting, and audit preparation activities.
  • Oversee I-9 processing and employment eligibility documentation.
  • Assist with leave administration, including coordination and recordkeeping for applicable leave programs.
  • Support implementation and administration of HR policies and procedures.
  • Manage record retention processes and HR documentation practices.
  • Process employee status changes, job changes, compensation updates, and related transactions.
  • Support HR administrative procedures and operational initiatives.
Compliance, Reporting & Process Improvement
  • Ensure compliance with payroll, employment, and recordkeeping regulations.
  • Develop, monitor, and maintain internal controls related to payroll and HRIS processes.
  • Prepare and analyze recurring and ad hoc reports for management and regulatory requirements.
  • Identify operational inefficiencies and implement process improvements.
  • Partner with Finance and Human Resources leadership to support organizational objectives and compliance requirements.

Collaboration & Leadership

  • Partner with the Controller and Chief Administrative Officer (CAO) to establish departmental priorities, ensure compliance, and support organizational objectives.
  • Serve as a key liaison between Finance, Human Resources, payroll vendors, auditors, regulatory agencies, and other internal stakeholders.
  • Provide recommendations to executive leadership regarding payroll operations, HRIS administration, compliance requirements, internal controls, and operational efficiencies.
  • Collaborate with Human Resources leadership to support employee lifecycle processes, benefits administration, workforce data management, and policy implementation.
  • Lead cross-functional initiatives that improve payroll accuracy, data integrity, process efficiency, and employee service delivery.
  • Develop and maintain strong working relationships across departments to ensure alignment of payroll, HRIS, and HR operations processes.
  • Support organizational audits, strategic initiatives, system implementations, and continuous improvement efforts.
  • Promote a culture of accountability, customer service, compliance, and operational excellence.
  • Support additional duties, projects, and responsibilities as needed to advance departmental and organizational goals.
QualificationsEducation
  • Bachelor's degree in Accounting, Finance, Human Resources, Business Administration, or a related field.


Experience
  • Minimum 7-10 years of progressive experience in payroll administration, HRIS management, and operational support functions.
  • Experience administering ADP Workforce Now or similar enterprise HRIS/payroll platforms.
  • Experience managing payroll compliance, audits, and reporting requirements.
Preferred Certifications
  • Certified Payroll Professional (CPP) preferred.
  • HRIS, HR, or related certifications are a plus.
Technical Skills
  • Advanced proficiency in ADP and HRIS administration.
  • Strong knowledge of payroll systems, payroll tax regulations, and reporting requirements.
  • Advanced Microsoft Excel and reporting/analytics skills.
  • Experience with system configuration, workflow management, and process automation.
