Celestar Corporation is seeking an Expert Computer Scientist (QAF Accreditation) to support The Defense Intelligence Agency (DIA) under the Object Based Intelligence and Quality Assurance (OBIQUA) task order. The primary place of performance will be at DIA Facilities across the National Capital Region (NCR). Responsibilities:
This opportunity will support multiple DIA initiatives, including the Machine-Assisted Rapid-Repository System (MARS), Object Management Services (OMS), and Object-Based Intelligence (OBI).
โ€ข The Expert Computer Scientist, Quality Assurance Framework (QAF), Employs mathematics, statics, information science, artificial intelligence, machine learning, network science, probability modeling, data mining, data engineering, data warehousing, data compression, data protection, and/or other scientific techniques to correlate complex, technical findings into graphical, written, visual and verbal narrative products on trends of existing intelligence data to leverage other IC data sources.
โ€ข Develops and utilizes machine learning and data mining algorithms, including, but not limited to, Multiple Information Model Synthesis Architecture (MIMOSA) prediction algorithms based on open-source capabilities.
โ€ข Integrates or codes algorithms to support Government intelligence search and discovery missions.
โ€ข Makes best practice recommendations on managing data within hardware, software, storage, and bandwidth constraints.
โ€ข Employs data science techniques to support predictive analysis, social media and crowd-source data analytics, wargaming, and strategy development.
โ€ข Employs exploratory analysis and rapid iteration techniques of large volumes of data to quickly derive intelligence.
โ€ข Prepares products to describe and document findings and activities.
โ€ข Review and evaluate QAF documentation submitted by Advanced Analytic (AA) owners to ensure compliance with tradecraft standards and adherence to best practices in AI system development and deployment
โ€ข Assess QAF documentation for completeness, accuracy, and thoroughness, and provide detailed feedback to AA owners and developers
โ€ข Assist in maintaining a repository of QAF documentation to facilitate knowledge sharing and best practices across the organization
โ€ข Provide consultation and guidance to AA owners, developers, and stakeholders on the QAF process, including best practices for AI system development, testing, and deployment
โ€ข Collaborate with AA owners and developers to identify and address potential issues or gaps in QAF documentation
โ€ข Develop and deliver training materials and workshops to educate AA owners, developers, and stakeholders on the QAF process and its application in AI system development
โ€ข Assist analytic methodologists and AA owners in translating technical documentation into analytic tradecraft compliant language
โ€ข Collaborate with stakeholders to develop, implement, and refine best practices for translating technical documentation into tradecraft compliant language
โ€ข Review and edit translated documentation to ensure accuracy, completeness, and adherence to tradecraft standards
โ€ข Supports capability development by contributing, editing, and storing code in Government owned/controlled source version control repositories
Required qualifications/skills:
โ€ข Minimum 20 years of experience conducting analysis relevant to the
specific labor category with at least a portion of the experience within the last 2 years.
โ€ข Master's degree in an area related to the labor category from a college
or university accredited by an agency recognized by the U.S. Department of Education.
โ€ข Must have at least 8 years of experience in AI implementation, advanced degree in computer science, data science, or related field.
โ€ข Must have expertise in AI algorithms, model development, TEVV, and operationalization.
โ€ข Demonstrates ability to work independently and with minimal oversight.
โ€ข Active TS/SCI Clearance within the past 5 years.
โ€ข Demonstrates ability to define problems, supervise studies and lead surveys to collect and analyze data to provide advice and recommend solutions.
โ€ข Demonstrates analytic leadership and expertise in identifying, planning, developing, and executing analytic production methodologies, tradecraft and techniques aligned with labor category mission.
โ€ข Demonstrates extensive ability to provide strategic advice, technical guidance and expertise to Defense planners and policymakers.
