Under the leadership of Attorney General Raúl Torrez, the New Mexico Department of Justice serves as the chief legal authority for the state of New Mexico. The NMDOJ works to ensure that the rule of law is upheld, and the rights of all citizens are protected.
The Internet Crimes Against Children (ICAC) Unit is part of a multi-agency task force with a mission to locate, track, and capture internet child sexual predators and child pornographers.
As the central command for the ICAC Task Force in New Mexico, the Unit receives and triages all Cyber Tips and Reports made by the National Center for Missing and Exploited Children (NCMEC). The Unit has a fully equipped computer lab specifically designed to provide forensic analysis to law enforcement agencies working ICAC cases and special criminal investigations.
In addition, the ICAC Unit is deeply invested in community engagement, and has provided internet crime prevention training to citizens and youth at community meetings, schools, and colleges throughout the state.

Why does the job exist?
The Special Agent for the Internet Crimes Against Children Unit (ICAC) conducts specialized criminal investigations related to criminal violations of the New Mexico State Statutes regarding Internet Crimes Against Children such as possession of Child Sexual Abuse Material (CSAM), Criminal Sexual Exploitation of Children, Criminal Sexual Abuse and Criminal Sexual Solicitation of Children, and other related offenses.
How does it get done?
Duties include but are not limited to; interviewing witnesses and interrogating suspects, conferring with prosecuting attorneys, preparing demand letters, obtains subpoenas and warrant authorization or other documents to secure additional evidence from Internet Service Providers, cell phone companies, or other data storage sources. Prepares affidavits for warrants, serves warrants and searches premises to locate evidence and collecting and processing physical evidence, conducting premise inspections, conducting surveillance of suspects or locations, preparing final investigative reports of case findings and recommendation of criminal charges, testifying as a witness in a court of law, locating, subduing, searching, advising, and arresting suspects when there is probable cause, exchanging information with local, state, and federal law enforcement authorities, providing training and technical guidance to other law enforcement agencies and licensees in the agents area of expertise.
Further duties will include developing and maintaining working relationships with state, local and federal law enforcement agencies including NM District Attorneys for the purpose of coordinating and collecting statistical data of ICAC related investigations and prosecutions. The position will be responsible for providing comprehensive assessments of investigative and prosecutorial needs within New Mexico as it relates to ICAC investigations and prosecutions. Operate in a multi-jurisdictional environment involving cooperation with federal, state, and local law enforcement officials. Responsibilities include the management of CyberTips received from the Center National Center for Missing and Exploited Children (NCMEC) and coordinating the assignments to investigators and other law enforcement agencies. Management of NCMEC CyberTips will include obtaining status of assigned and reporting the status to NCMEC. Provide instruction on the avoidance of victimization in computer related crimes to the general public, law enforcement officers, students and parents. Develop, and conduct training programs for law enforcement, prosecutions, probation and parole to improve NMICAC prosecution, investigations, and forensic capabilities.

This position serves the vulnerable adults and children of New Mexico, the Internet Crimes against Children Task Force, and its Affiliates.
Ideal Candidate
A successful candidate will have the following experience:
*Excellent written and verbal communication skills.
*Experience in conducting a wide range of criminal investigations.
*Ability to write detailed investigative reports and search warrants.
*Strong case management and evidence handling skills.
Minimum Qualification
Bachelor's degree from an accredited college or university in Business or Public Administration, Accounting, Finance, Economics, Criminology, Criminal Justice, Police Science, or other related field with five (5) years of experience in law enforcement, criminal investigation, white-collar or economic/financial fraud investigation. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. Currently carry a valid New Mexico law enforcement certification or be eligible for certification by waiver of training.
Employment Requirements
Incumbent must submit to and pass an extensive background investigation and drug test. Must be a certified Peace Officer. Must be eligible for certification by waiver of previous training in accordance with provisions of Section 29-1-10 NMSA 1978. As a safety sensitive law enforcement position, incumbent will be subject to preemployment, random, and reasonable suspicion drug testing.
Candidate must possess and maintain a valid Driver's License and current Defensive Driving Course Certification from the State of New Mexico; or must obtain a Defensive Driving Course Certification within six (6) months of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive use of computer and phone usage. Some sitting, standing, bending and reaching may be required. Must be able to lift 50lbs. Working in a law enforcement environment, potential statewide travel, exposure to law enforcement investigations to include extensive exposure to graphic photos and videos in confined workspace.
