Position Summary:
Plans, coordinates, and performs the configuration, maintenance, and support of computer-aided dispatch (CAD), records management system (RMS), and related public safety software and technologies. Ensures system reliability, security, and operational effectiveness in support of 24/7 emergency communications operations. Collaborates with the Information Technology department, public safety personnel, and software vendors to implement best practices, resolve issues, and support system integrations.
Essential Duties:
  • Serve as primary administrator for CAD and RMS software.
  • Ensure system uptime, reliability, and performance for 24/7 emergency operations.
  • Provide administrative support for ancillary public safety systems that directly integrate with or support CAD and RMS operations, as defined in the applicable intergovernmental agreement.
  • Configure CAD and RMS systems to meet the operational needs of public safety partners.
  • Maintain and update user accounts, unit configurations, and agency-specific settings within CAD and RMS platforms.
  • Configure and maintain CAD response plans, including unit recommendations, run orders, and related dispatch parameters, in coordination with participating agencies.
  • Plan, test, and coordinate the deployment of software updates, patches, and configuration changes with IT staff, reviewing release notes to assess the impact of new features prior to deployment.
  • Maintain CAD and RMS data with a working knowledge of the underlying database structure, including running queries, generating reports, and ensuring data accuracy.
  • Diagnose and resolve CAD and RMS issues, escalating to vendors or IT staff as needed
  • Provide front-line technical support to dispatchers, field users, and partner agency staff for CAD, RMS, and directly integrated public safety systems.
  • Diagnose and resolve system, software, and integration issues promptly to minimize operational disruptions.
  • Submit and manage support tickets with software vendors and track resolution status.
  • Communicate system updates, maintenance schedules, and issue status clearly to staff and leadership.
  • Maintain integrations between CAD, RMS, GIS, mobile data, and other PRCC public safety systems.
  • Coordinate with partner agencies to ensure consistent system configuration and data exchange.
  • Support the evaluation, procurement, and implementation of new or replacement public safety systems, including participating in requirements gathering, vendor demonstrations, acceptance testing and end user training.
  • Recognize that cybersecurity and data protection are shared responsibilities; support the application of best practices and system hardening for CAD and RMS in coordination with City IT and adhere to all applicable policies governing the handling and protection of sensitive public safety data.
  • Manage user access, permissions, and account provisioning in accordance with policy.
  • Ensure compliance with Criminal Justice Information Services (CJIS) security requirements.
  • Monitor system performance and data integrity and escalate anomalies as appropriate.
  • Coordinate with IT staff to support backup and disaster recovery procedures for CAD and RMS systems.
  • Develop and deliver training to end users on CAD and RMS system features and procedures.
  • Maintain system documentation, configuration records, and operational manuals.
  • May participate in on-call rotation and should expect to provide technical support outside of regular business hours as needed in response to system outages, critical issues, and emergency maintenance requirements.
  • Ensure regulatory and policy compliance across all supported systems.
  • Provide data retrieval and reporting support for operational, analytical, and audit purposes, and assist the GIS function with CAD and RMS data as needed.
  • Performs additional duties as assigned within the scope of this position and consistent with the applicable intergovernmental agreement.

Qualifications:
Education and/or Experience:
Associate degree in computer science, information technology, or a related field preferred. Two (2) years of experience administering CAD, RMS, or public safety information systems; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position. Experience in a public safety or emergency communications environment is preferred, including experience with CentralSquare CAD/RMS.
Licensing, Certification, and Other Requirements:
Possess a valid driver's license and ability to obtain an Arizona driver's license upon hire; pass pre-employment drug, hearing, and psychological evaluations; pass fingerprint and background investigations; be free from any felony conviction or any other offense that would be a felony if committed in Arizona; and meet all Criminal Justice Information Services (CJIS) certification and compliance requirements.
