Job Description

AECOM is seeking a Tenant Relocation Program Manager to support the Program Management Team on the AECOM/New York City Housing Authority (NYCHA) Comprehensive Modernization/ Trust program. The Relocation Manager will manage day-to-day oversight of tenant relocation activities, maintain critical trackers, support compliance with relocation requirements, and ensure alignment between NYCHA, relocation vendors, design-build teams, field staff, and internal AECOM stakeholders.

This role is designed for a highly organized program coordinator, strong communicator, and problem-solver with experience in tenant relocation, housing programs, or large public-sector initiatives. This role offers a strong leadership-track opportunity for a mid-career professional.

Key Responsibilities:

  • Establish procedures, gather data, develop legal/policy frameworks, and ensure readiness of vacant units.
  • Develop and coordinate procedures for managing relocations, including legal and policy documents (e.g., Temporary Relocation License Agreement, resident notices such as the Notice of Non-displacement).
  • Review and coordinate reviews of resident plans, guides, and notices with COO's division, ATAD, Legal, Resident Services Department (RSD) and other stakeholders.
  • Review all resident communication materials related to relocation.
  • Forecast and manage inventory of vacant apartments (on-site and off-site).
  • Reviews project scopes to understand the relocation needs and effectively communicate and manage for those needs.
  • Support bi-weekly meetings with Operations to track preparation of vacant units.
  • Establish workflows defining roles/responsibilities for moving residents to temporary housing.
  • Lead line-by-line lease compliance and property management reviews before and after contract award.
  • Oversee the matching process post-award, ensuring collaboration across departments to resolve tenant issues and optimize placements.
  • Coordinate access and facilitate training for design-builder use of NYCHA's resident management system.
  • Ensure design-builder is using the resident management system as required.
  • Coordinate bi-weekly stakeholder meetings to monitor progress.
  • Collaborate with teams to resolve challenges and streamline relocation processes.
  • Requires regular site visits and attendance of evening and weekend project meetings in all five boroughs of NYC.
Qualifications

Minimum Requirements:

  • BA/BS plus four years of relevant experience or demonstrated equivalency of experience and/or education        

Preferred Requirements:

  • NY/ NJ Agency experience
  • Familiarity with environmental documentation or hazardous materials processes including lead and asbestos removal and disposal.
  • Experienced proactive project manager.
  • Strong written and verbal communication skills as well as interpersonal skills.
  • Highly organized.
  • Ability to coordinate across multiple teams in a fast-paced program environment.
  • Ability to handle sensitive information with discretion.
  • Ability to act independently, work collaboratively, make informed decisions, and manage one's own time.
Additional Information

  • Relocation is not available for this position.
  • Regular workday on Monday, Wednesday and Friday, will be at the NYCHA office located at 90 Church Street, New York, NY.  Remote workdays will be Tuesday and Thursday.
