The Senior Compliance Business Oversight Manager (US) is responsible for providing senior-level, independent compliance risk oversight for Payment Operations, including payment processing, Automated Clearing House (ACH), wire transfers, check processing, funds availability, electronic funds transfers, returns, adjustments, disputes, error resolution, exception handling, and related operational controls. The role may also support Commercial Banking activities where payment-related products, services, or operational processes intersect with assigned business coverage.

Team is made up of seven Compliance personnel covering Commercial and Small Business Banking. Team oversight expanding to include Payment Operations. This role will support both the Commercial and Small Business Banking as well as Payment Operations business.

The Senior Compliance Business Oversight Manager provides advice, support and objective guidance to assigned portfolio, business or function on development and maintenance of all aspects of Compliance/Center of Excellence programs in line with the Bank's risk philosophy and strategic direction.

Depth and Scope:
Leads or supports the development, maintenance, and continuous enhancement of compliance oversight programs designed to identify, assess, manage, monitor, and report regulatory compliance risk for Payment Operations
Provides senior-level compliance advice, credible challenge, and effective oversight for payment operations strategies, new initiatives, products, services, operational changes, customer impact matters, and issue remediation activities
Provides compliance oversight for payment operations processes, including wire transfers, Automated Clearing House (ACH), check processing, funds availability, returns, adjustments, disputes, error resolution, and exception handling
Advises on compliance requirements related to Regulation E, Regulation CC, Regulation J, Federal Reserve payment system rules, network rules, and applicable operational requirements for payment products and services
Reviews operational changes, system enhancements, vendor impacts, and process redesigns to assess potential compliance implications for payment processing, customer servicing, disclosures, recordkeeping, and escalation
Provides compliance oversight and credible challenge for payment-related issues, including processing delays, operational incidents, control breaks, customer impact assessments, remediation plans, and regulatory reporting considerations
Assesses compliance implications of fraud trends, service disruptions, payment processing exceptions, and other operational events, including potential customer harm and remediation obligations
Partners with Payment Operations, Product, Technology, Legal, Risk, and Third-Party Risk Management to strengthen controls supporting timely processing, accurate customer disclosures, error resolution, recordkeeping, escalation, and sustainable remediation
Monitors emerging payment risks, including faster payments, digital payment channels, tokenized deposits, stablecoin-related payment facilitation, operational resilience, fraud trends, and third-party dependencies
Partners with business leaders and control partners to operationalize compliance requirements, strengthen controls, and support alignment with enterprise compliance programs and risk appetite
Oversees and contributes to compliance risk assessments, regulatory change management, monitoring, testing, issue management, training, reporting, and other core compliance program activities, as applicable
Develops trusted relationships with senior Payment Operations, Product, Technology, and control partners, and provides clear, practical, and risk-based guidance on complex regulatory matters impacting payment processing, servicing, and related operational activities
Supports management reporting and provides timely, accurate, and well-supported insight on compliance risks, control effectiveness, customer impact matters, issues, remediation progress, trends, and outcomes for senior management and governance committees
Serves as a senior compliance representative on projects, initiatives, and working groups involving complex laws, regulations, business processes, controls, and cross-functional stakeholders
Coordinates with Legal, Risk, Audit, Operations, Product, Technology, and other partners to promote effective compliance risk management and sustainable control design
Supports regulatory examination, audit, and inquiry responses by helping coordinate materials, develop management responses, and ensure commitments and remediation activities are appropriately tracked
Identifies emerging risks, regulatory developments, control gaps, customer impact concerns, operational incident trends, and process improvement opportunities and escalates matters appropriately
Helps build team capability by promoting knowledge sharing, developing subject matter expertise, and fostering a collaborative, high-performing team environment
May represent Compliance in governance forums, committees, working groups, or other meetings where assigned payment operations activities are impacted by laws, rules, regulations, or enterprise compliance requirements

Education & Experience:

  • Undergraduate degree or equivalent work experience

  • 10+ years of experience

Preferred Skills:
Bachelor's degree or progressive work experience in addition to the experience noted below
10+ years of related experience in compliance, risk management, legal, audit, regulatory supervision, financial services, payment operations, or a related discipline
Certified Regulatory Compliance Manager (CRCM), law degree, regulatory agency experience, or other relevant professional certification preferred
Strong knowledge of U.S. bank regulatory requirements and industry rules applicable to Payment Operations, including Regulation E, Regulation CC, Regulation J, wire transfer requirements, funds availability, check processing, payment returns, disputes, error resolution, and exception handling
Familiarity with Federal Reserve payment system rules, Automated Clearing House (ACH) rules, payment network rules, faster payment developments, operational resilience expectations, fraud-related controls, third-party risk management, and customer servicing obligations
Knowledge of emerging payments and digital asset-related activities, including tokenized deposits, stablecoin reserve arrangements, distributed ledger-enabled payment facilitation, and related expectations for governance, compliance, operational controls, customer protection, and safe and sound risk management, preferred
Demonstrated experience providing independent compliance oversight, advice, and credible challenge to senior business and control partners
Certified Regulatory Compliance Manager (CRCM), law degree, regulatory agency experience, or other relevant professional certification preferred

Experience supporting or overseeing compliance risks related to payment operations, payment processing platforms, payment investigations, customer claims, exception processing, or back-office operations
Experience advising on regulatory implications of operational procedures, system changes, vendor-supported processes, customer impact assessments, operational incidents, and issue remediation within a payments or operations environment
Ability to translate complex payment rules and operational requirements into practical control expectations, procedures, monitoring routines, and governance reporting
Experience leading or contributing to compliance program activities, including risk assessments, regulatory change management, monitoring, testing, issue management, training, governance reporting, remediation oversight, and control effectiveness reviews
Strong people leadership skills, including the ability to coach, develop, motivate, and manage employees in a collaborative and accountable environment
Proven ability to evaluate complex payment operations processes, identify regulatory compliance risks, assess control effectiveness, and recommend practical, risk-based solutions
Demonstrated ability to develop and maintain productive relationships with Payment Operations, Product, Technology, Legal, Risk, Audit, senior management, auditors, and regulators
Strong organizational, analytical, and judgment skills, with the ability to manage multiple priorities, drive execution, and escalate issues appropriately
Solid understanding of technology, data, systems, and operational processes as they relate to compliance controls and risk oversight
