Job description

Compass Point Federal (Compass Point) is looking for a Technical Surveillance Subject Matter Expert to support the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) . This individual will provide support for the full life cycle of video surveillance equipment. The responsibilities also include leading or supporting key initiatives to assist the client and/or Compass Point to identify opportunities and maximize value gained from new investigative technologies.
Responsibilities
  • Provides expert guidance and support to ATF for a full range of Technical Operations and intelligence technologies in complex criminal investigations.
  • Attend classified project meetings and various classified working groups when requested by the Government and provide a briefing of the meeting as request by the COR.
  • Conduct research and development and make recommendations to Program Manager.
  • Assist Program Manager and ensure compliance to narrow expenditure parameters.
  • Plan, implement and install related equipment in cities where such resources are available.
  • Coordinate the use of spectrum with other DOJ / DHS components (FBI, DEA, USMS, HSI).
  • Draft and develop training manuals and materials involving spectrum video.
  • Research and evaluate replacement video and microwave components in remaining USG spectrum.
  • Maintain and train ATF employees and TFOs on Video Management System operations.
  • Build, test and deploy new video surveillance platforms.
  • Train ATF personnel on the deployment of Adaptive Central Receive and new video surveillance platforms.
  • Troubleshoot and correct problems related to video operations.
  • Deploy Adaptive Central Receive (ACRx), Point-to-Point, Mesh, and covert video platforms. Install overt and covert video equipment.
  • Provide analysis of the overall technology trends and threats developing that may affect the ATF video collection capability.
  • Assist and provide daily guidance on managing current technology trends to meet video collections requirements in support of SOD AWS III Program mission.
  • Respond to law enforcement operations to provide technical assistance with the installation of video intelligence collection platforms as the mission requires.
  • Shall be able to obtain and maintain a certification in Technical Installation in a High Voltage environment through NATIA or industry equivalent.
  • Shall be capable to operate government vehicles to include bucket trucks.
  • Shall be capable of working in a high crime environment.
  • Shall independently develop solutions and provides industry-proven recommendations.

Qualifications
  • Minimum of 10 years of years' experience supporting Law Enforcement surveillance operations.
  • Minimum of five years of experience in the management of technical video operations.
  • Must possess a thorough understanding of digital microwave / mesh systems and how video traverses these networks.
  • Must possess the ability to setup and maintain basic IP networks.
  • Active Top Secret clearance desired (an ability to obtain and maintain Top Secret clearance required).
