Under general supervision is responsible for assessing, planning and/or coordinating employee training and development programs for the Coastal Health District. The specialist implements new training programs and adjusts the current ones in close cooperation with the Human Resources Manager. Training and development programs and topics will include customer service, PMF process, employee development.

Provides mutliple human resources services to include employee relations, leave managment, and compliance functions. All Coastal Health District County Health Department employees are deemed essential employees in the event of an emergency. As such, you may be called on to participate in an event not limited to but including, staffing a shelter, a Specimen Point of Collection Site (SPOC) and/or Point of Dispensing site (POD).

When you are called on to participate, you are expected and it will be a part of your job requirement to participate, whether the emergency occurs during or outside regular work hours. Job Responsibilities Identifies training needs and training gaps in the organization in close cooperation with the HR Manager and Department Supervisors Provides input and support to the District's Training Strategy and Development plan Optimizes the training portfolio as specialized targeted courses are offered to supervisors and employees Coordinates and schedules training courses and sessions including required annual refresher trainings Utilizes Workforce Development and Strategic Plan in planning and implementing district training Develop and coordinate new employee orientation. Evaluates the quality of training courses and implements improvements Coordinate support preparations required for the presentation of training programs to include the registration process, generating email confirmations and reminders, rosters and certificate preparation and setup up training facilities Coordinates and oversee peromance management, Safety plan, and ensures compliance with aplicable policies.

Administer leave to include FMLA, Military leave, Workers Comp, ADA and other leave programs Assist with employee relations Maintain strict confidentialy of sensitve peronnel infomraiont Maintains current knowledge of employement laws, Human Resources best practices and district policies Minimum Qualifications High school diploma/GED and four (4) years of human resource experience; or one (1) year of experience required at the lower level HR Generalist 1 (HRP010) or position equivalent. Preferred qualifications-five or more years of experience in Training/Development and Human Resources. Experience using Workday, Kronos/UKG.

Experience administering employee relations, FMLA/Military leave, ADA accommodations, Workers Comp and Performance Managerment.
