Job description

The Voluntary Services Officer is responsible for supervising and managing the coordination of the day-to-day activities of the Center for Development & Civic Engagement/Voluntary Service and assisting with various support activities for the Public Affairs and Community Outreach Programs throughout the VA Maryland Health Care System.Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Planning, scheduling, executing special events involving community leaders, staff and visitors;
    • Developing and proposing policies and innovative programs governing voluntary services;
    • Managing general post fund accounts and other financial accounts;
    • Volunteer management, strategic fundraising, and philanthropic engagement to develop key community relationships, and leverage community support and advocacy;
    • Understanding of all laws, VA policies and procedures, regulations, accrediting bodies for health care organizations, and precedents applicable for the administration of volunteer programs, execution of fund development activities, and establishment of strategic community partnerships.
    • Making presentations for diverse audiences and varying sizes from small meetings to large conferences.

Preferred Experience:
  • Extensive knowledge of a wide range of concepts: principles, and practices of VA volunteer management, strategic fundraising, and philanthropic engagement to develop key community relationships, and leverage community support and advocacy.
  • Experience using the online CDCE portal to track volunteer hours, process volunteer applications, and update community/organization membership status.
  • Direct experience applying VHA Directive 1620 and VHA Directive 4721 governing the solicitation, acceptance, and accounting of gifts and donations.
  • Experience directing a comprehensive program of volunteers, Veteran Service Organizations, and community partners in a clinical or hospital setting
  • Experience with the VA purchase card program.
  • Exceptional oral and written communication skills with diverse populations: and experience giving presentations
  • Accomplished effective project management and event planning, sound judgment and decision making, and effective team management skills necessary.
