Program Manager, Medical Assistant Development Program, Mid-Atlantic Association of Community Health Centers (MACHC)

$75,000–$85,000/year · Full-Time · Reports to the Director of Workforce Initiatives

Grant-funded position: This role is funded through Delaware's Rural Health Transformation Program. Fifty percent of the salary is grant-funded, and MACHC funds the remaining portion. Although the grant covers five years, the contract is approved annually, and continued employment depends on annual grant reapproval.

About the Role

The Mid-Atlantic Association of Community Health Centers (MACHC) is the federally designated Primary Care Association serving Delaware and Maryland's federally qualified health centers (FQHCs). Through funding from Delaware's Rural Health Transformation Program, MACHC is expanding its Virtual Medical Assistant Training Program into a Medical Assistant Development Program that will provide up to 200 Medical Assistant training opportunities for healthcare employers across Kent and Sussex Counties over a five-year project period.

The Program Manager leads day-to-day implementation and coordination of this workforce development initiative — serving as the central point of contact for participants, employers, and community partners, and overseeing participant enrollment and support, employer engagement, workforce outreach, progress tracking, certification follow-up, and required program reporting. This role is central to building a sustainable, employer-driven "grow your own" workforce pipeline that strengthens access to care in rural and underserved Delaware communities.

Key Responsibilities

• Coordinate participant enrollment and onboarding; serve as the primary point of contact for enrolled participants throughout the training experience.
• Monitor participant progress in the Canvas LMS and guide participants through CCMA certification.
• Conduct outreach to healthcare employers throughout Kent and Sussex Counties — FQHCs, rural clinics, provider offices, and health systems — to build program participation.
• Activate existing professional relationships across Delaware's healthcare community to generate employer participation, participant referrals, and enrollment.
• Review course content for alignment with Delaware laws and regulations governing clinical practice and the medical assistant role, and flag needed updates.
• Maintain participant and employer tracking, and prepare required monthly, quarterly, and annual reports to the State of Delaware.

Qualifications

Required:

• Bachelor's degree in public health, health administration, education, business administration, human resources, communications, or a related field — or an equivalent combination of education and directly related professional experience.
• Minimum of five years of professional experience in workforce development, healthcare training administration, program coordination, employer/stakeholder engagement, or a closely related field.
• Strong organizational skills; ability to manage multiple activities, timelines, and reporting deadlines simultaneously.
• Excellent written and verbal communication skills.
• Proficiency with standard office software and spreadsheet-based tracking tools; comfort learning a learning management system.
• Ability to travel throughout Kent and Sussex Counties, Delaware for employer meetings, outreach events, and community engagement.

Preferred:

• An established professional network across Delaware's healthcare community — private practices, hospitals, nursing/long-term care facilities, FQHCs, rural clinics, and community-based organizations — that can be activated to drive employer participation and enrollment. Applicants are encouraged to describe relevant relationships and how they would be used in this role.
• Working knowledge of Delaware laws and regulations relevant to the medical assistant scope of work, including mandated reporting requirements.
• Project management experience.
• Outreach and marketing experience.
• Familiarity with FQHCs, rural healthcare delivery, Medical Assistant training, or the CCMA credential.
