What is a community development?
A Community Development job focuses on improving the well-being of communities by promoting economic, social, and environmental initiatives. Their role often involves planning programs, securing funding, and fostering partnerships to drive sustainable growth and positive change.
What are the primary challenges faced in a community development role?
Professionals in Community Development often encounter challenges such as balancing the needs and interests of diverse community stakeholders, addressing limited resources or funding, and overcoming resistance to change within communities. Navigating complex regulations and coordinating with various government agencies or nonprofit partners can also add layers of complexity. However, these challenges are opportunities to develop creative solutions, advocate for underrepresented populations, and make meaningful improvements in quality of life. The role typically requires strong problem-solving skills and the ability to remain adaptable and resilient in dynamic environments.
What are the key skills and qualifications needed to thrive in a community development position, and why are they important?
To thrive in Community Development, you need a background in urban planning, social work, or a related field, along with strong project management and stakeholder engagement skills. Familiarity with GIS software, data analysis tools, and community needs assessments is often expected, and relevant certifications in community planning or public administration can be beneficial. Excellent communication, cultural competency, and conflict resolution abilities are vital for building trust and fostering collaboration among diverse groups. These skills are crucial for successfully designing, implementing, and sustaining community-driven initiatives that create tangible positive impact.

Job description
Bring your expertise to JPMorgan Chase. As part of Risk Management and Compliance, you are at the center of keeping JPMorgan Chase strong and resilient. You help the firm grow its business in a responsible way by anticipating new and emerging risks, and using your expert judgement to solve real-world challenges that impact our company, customers and communities. Our culture in Risk Management and Compliance is all about thinking outside the box, challenging the status quo and striving to be best-in-class.
As an Affordable Housing Credit Officer in the Community Development Real Estate team, you will lead the full credit lifecycle for construction and permanent loans supporting affordable multifamily developments. You will structure and present transactions; drive closings; and manage a portfolio through construction, lease-up, stabilization, and repayment. This role provides the opportunity to influence best practices, mentor peers, and shape credit decisions that align with risk appetite and community impact objectives. You'll partner closely with developers, syndicators, public agencies, and cross-functional internal teams to deliver timely, high-quality outcomes.
Job Responsibilities:
- Lead end-to-end risk analysis of affordable housing transactions, including development budgets, sources and uses, and project economics.
- Prepare, present, and defend comprehensive credit packages to senior management and credit committees, clearly articulating key risks and mitigants.
- Evaluate and synthesize third-party due diligence (appraisals, environmental, construction, market studies) and incorporate findings into credit decisions.
- Coordinate and manage transaction closings, driving timelines, documentation, and stakeholder alignment to on-time funding.
- Identify, assess, and monitor credit risk throughout construction and lease-up; implement proactive action plans where warranted.
- Manage an active loan portfolio, including construction draws, covenant tracking, annual reviews, and modifications.
- Establish risk analysis standards and best practices; champion accountability and continuous improvement across the team.
- Collaborate with internal partners (Legal, Portfolio Management, Risk, Operations, Tax Credit teams) and external parties (developers, syndicators, agencies).
- Conduct site visits and participate in industry events to maintain market knowledge and strengthen relationships.
- Present clear analyses, recommendations, and status updates to leadership; escalate issues with timely, data-driven guidance.
- Maintain meticulous documentation and data integrity across systems to support controls, audits, and reporting.
Required Qualifications, Capabilities, and Skills:
- 6+ years of experience in community development real estate lending or investing with a focus on affordable housing.
- Demonstrated underwriting expertise in Low-Income Housing Tax Credits (LIHTC), subordinate/public subsidy layers, and construction/permanent financing structures.
- Proven leadership with the ability to set direction, drive accountability, and influence outcomes across cross-functional teams.
- Strong analytical and financial modeling skills; capacity to synthesize complex information and make sound credit recommendations.
- Track record of managing multiple transactions and deadlines with disciplined project management and follow-through.
- Excellent stakeholder management and customer service; trusted partner to clients and internal colleagues.
- Exceptional written and verbal communication skills, including preparation and delivery of executive-level presentations.
- Acute attention to detail with strong documentation and control discipline.
- Proficiency in Microsoft Office (Excel, PowerPoint, Word) for modeling, presentation, and documentation.
- Bachelor's degree in finance, real estate, economics, or related field (or equivalent experience).
- Commitment to the CRA mission and familiarity with how lending activities support community impact goals.
Preferred Qualifications, Capabilities, and Skills:
- Advanced degree (Master's) in real estate, finance, public policy, or related discipline.
- Experience closing complex, multi-layered capital stacks with tax credits, bonds, and multiple subsidy sources.
- Familiarity with construction risk management, draw processes, and budget monitoring best practices.
- Knowledge of local and state housing agency programs, HUD, and municipal financing tools.
- Experience with portfolio management systems and workflow tools; comfort with data-driven reporting.
- Prior responsibility presenting to credit committees and senior risk leadership.
- Active industry engagement through conferences, associations, or thought leadership.
