Job description

Summary:

The Community Development Officer plays a critical role in advancing Ephrata National Bank’s (ENB) commitment to strengthening communities and improving financial well-being. This role is responsible for building meaningful relationships within low- to moderate-income (LMI) communities, identifying opportunities to expand access to financial services, and delivering impactful financial education and community development initiatives.

This position serves as a bridge between ENB, community organizations, and clients—bringing the full value of the bank to individuals, families, and small businesses while fostering long-term engagement, trust, and financial empowerment. The role also supports consumer lending origination efforts by identifying borrowing needs and guiding clients through appropriate lending solutions.

Community Engagement & Relationship Development:

  • Actively engaged in the community to understand the needs of LMI individuals, families, and small businesses, identifying opportunities to support financial well-being and economic growth.
  • Build and maintain strong relationships with nonprofit organizations, community groups, government agencies, and local leaders to expand ENB’s presence and impact.
  • Represent ENB through board participation, community events, and speaking engagements to promote the bank’s mission and values.
  • Partner with internal business lines to connect clients and community partners with appropriate banking products, services, and expertise.
  • Leverage bilingual skills (when applicable) to effectively engage diverse communities and remove language barriers to financial access.


Financial Wellness & Client Engagement

  • Lead financial education initiatives for individuals, families, and small businesses, focusing on budgeting, credit building, homeownership, and long-term financial stability.
  • Facilitate group workshops and one-on-one financial conversations that promote strong financial habits and increased engagement with banking services.
  • Serve as a trusted advisor by identifying client needs and providing tailored solutions that enhance financial well-being and deepen relationships.
  • Identify consumer borrowing needs and support consumer loan origination, including education on loan products, application support, and referral or direct origination as appropriate.
  • Equip community partners and internal teams with tools and resources to extend financial education efforts.
  • Demonstrates high-level proficiency when opening consumer and business accounts, performing account maintenance, problem resolution, and conducting routine transactions.

Business Development & Growth

  • Develop and manage a pipeline of community-based opportunities to drive new client acquisition, increase engagement, and grow market share within LMI segments.
  • Collaborate with branch teams to support outreach strategies, referrals, and relationship expansion efforts.
  • Proactively identify opportunities for both deposit growth and consumer lending production, contributing to overall portfolio growth.
  • Leverage internal data, reporting tools, and market insights to proactively identify and convert business opportunities.
  • Support the growth of deposits, lending, and overall household relationships through targeted outreach and partnership development.


Community Development

  • Identify, develop, and support community development lending, investment, and service opportunities aligned with ENB’s strategic priorities.
  • Maintain and document CRA-eligible activities, including community service, partnerships, and development initiatives.
  • Collaborate with leadership to align community development efforts with ENB’s broader mission and market strategies.

Program & Partnership Management

  • Coordinate and manage community development programs and initiatives that support financial inclusion and economic empowerment.
  • Develop and implement grantmaking and sponsorship strategies to maximize community impact.
  • Partner with nonprofit organizations to deliver financial education and connect clients to banking solutions.
  • Support internal engagement by encouraging employee involvement in community service and nonprofit leadership opportunities.

Required Education and Experience:

  • 6 to 8 years of relevant experience.
  • Bachelor’s degree in business, finance, community development, or a related field (or equivalent experience) strongly preferred.
  • Experience in community development, banking, business development, or nonprofit partnership management.
  • 3 years of consumer lending experience, including real estate secured loans, strongly preferred.
  • NMLS registration is required or must be obtained within 6 months of role acceptance.
  • Strong understanding of financial products, services, and financial wellness principles.
  • Knowledge of CRA regulations and community development practices.
  • Proven ability to build relationships, influence stakeholders, and drive community-based initiatives.
  • Excellent communication, presentation, and interpersonal skills.
  • Bilingual (Spanish preferred or other languages relevant to the market) strongly preferred.
  • Ability to work independently while collaborating across teams and markets.

Salary: $77,600.00 - $121,250.00

Pay Transparency:

Salaries may vary based on geographic location, market data, and individual skills, experience, and education. This role is incentive-eligible, with payment based on company, business, and/or individual performance.
