Job description

Position Description Harris County Precinct 4 is seeking a Community Center Assistant Manager to support the overall leadership, administration, and operations of a new community center in the Alief Area. This position exercises independent judgment and discretion in coordinating center activities, managing day-to-day operations, developing programs, and making operational decisions in the absence of the Center Manager. This role functions as the designated second-in-command, routinely overseeing center operations independently and serving as the acting Manager when assigned.

The Assistant Manager provides operational leadership, evaluates programs and services, coordinates center resources, and ensures high-quality experiences for participants and community partners. Duties and Responsibilities: Operational Leadership & Decision-Making Serve as second-in-command to the Community Center Manager and act with full decision-making authority in their absence. Exercise discretion to resolve day-to-day operational issues, participant concerns, scheduling conflicts, safety matters, and facility needs.

Manage center operations during assigned independent shifts, including opening/closing, staff direction, emergency response, and coordination with leadership. Recommend and implement improvements to center operations, customer service, and program delivery. Program & Service Development Develop, design, and evaluate new programs, classes, and curriculum to meet community needs.

Assess effectiveness of existing programs and recommend modifications or replacements. Establish and maintain community partnerships to expand services, educational offerings, workshops, and events. Represent the center at community engagement meetings when needed.

Personnel Support & Leadership Provide leadership, guidance, and functional oversight to administrative and facilities assistants. Participate in interviews, candidate evaluations, and hiring recommendations for center staff. Coach, train, and mentor employees, offering feedback to the Manager on performance, conduct, and developmental needs.

Assist with onboarding and training of new employees, ensuring adherence to operational standards and safety procedures. Administrative & Compliance Responsibilities Maintain operational records, program reports, attendance data, and documentation required for compliance. Implement and enforce center policies, safety protocols, and operational procedures.

Oversee scheduling of rooms, classes, and community use of the facility. Coordinate with internal departments for facility needs, maintenance, and special initiatives. Participant & Community Experience Foster a welcoming, inclusive, and safe environment for participants.

Communicate Commissioner Precinct 4 programs, resources, and priorities. Cultivate strong relationships with regular participants and respond to issues requiring independent judgment and conflict resolution. Additional Responsibilities Attend professional development activities, leadership trainings, and meetings with department leadership.

Support large-scale events, emergency operations, and special initiatives as assigned. Perform additional duties as necessary to ensure successful center operations. Requirements Education and Experience: High school diploma or GED and three (3) years of professional experience OR Some college or an associate degree and two (2) years of related experience.

Experience in program coordination, recreation, community engagement, or facility operations preferred. Demonstrated ability to exercise discretion and independent judgment in operational decisions. Strong leadership abilities with experience guiding or coordinating the work of others.

Ability to analyze programs and services and make independent recommendations. Exceptional communication skills-written, verbal, and interpersonal. Ability to work autonomously and manage a facility during independent shifts.

Strong organizational skills with the ability to balance multiple priorities. Professionalism, reliability, sound ethics, and commitment to public service. Ability to work flexible hours, including evenings or weekends, based on program needs.

Ability to work in varied environmental conditions, indoors and outdoors. Ability to work at multiple Precinct 4 facilities as needed.
