Job Description
The Capital Improvement Project Administratorprovides oversight of the planning and execution of capital improvement projects for the Raleigh Convention Center, Red Hat Amphitheater, and Coastal Credit Union Music Park at Walnut Creek. This role's primary purpose is to manage, prioritize, schedule, and implement capital projects for these venues, as well as assisting the Martin Marietta Center for the Performing Arts projects, when needed. This position executes all facets of major projects and is an integral piece in keeping projects within scope, on time, and on budget.
This position frequently interacts with and maintains relationships with internal and external stakeholders. It provides coordination and oversight of project design and construction, monitors adherence of projects and processes with policies, procedures, applicable code, specifications, regulations, and standards. It serves as a technical resource and liaison for contractors, consultants, developers, community groups, commission, agencies, City departments, private entities, and other stakeholders; responds to inquiries, requests, and complaints; performs research; provides consultation; identifies and resolves issues.
The position provides project management and coordination of stakeholders and resources, which may include consultant selection process, project scoping, contract negotiation, design oversight, schedule monitoring, budget development and funding administration, and project close-out.

Duties and Responsibilities

  • Oversees and administers capital projects and operational contracts including bid and contract administration, construction oversight, coordination of permitting, document reviews, and facilitation of progress meetings.
  • Serves as technical resource and liaison for engineering department and contractors, consultants, developers, community groups, commission, agencies, City departments, private entities, and other stakeholders; responds to inquiries, requests, and complaints; performs research; provides consultation; identifies and resolves issues.
  • Provides coordination and oversight of project design and construction, monitors adherence of projects and processes with policies, procedures, applicable code, specifications, regulations, and standards.

Typical Qualifications
Education and Experience:
Bachelor's Degree in Civil Engineering or related Engineering field; 3 to 5 years' experience in engineering, construction management or related work
OR
Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Work Environment and Physical Effort:

Work Environment:
Work is typically performed in an office or similar indoor environment. Employees may occasionally work in outdoor environment, street environment (near moving traffic), construction site, and in a vehicle.

Work in this position does not require frequent environmental exposures. Employees may occasionally be exposed to individuals who are hostile or irate.
