The ECMC's mission is to do so in a way that protects the environment, public health, safety, and welfare. The Colorado Energy and Carbon Management Commission (ECMC) Orphaned Well Program (OWP) identifies, prioritizes, and addresses "Orphaned" oil and gas wells, locations, and production facilities for which there are no known responsible parties or for which financial assurance instruments have been claimed.

If not addressed, these oil and gas locations have the potential to impact surface and groundwater resources, impair a surface owner's farming or ranching activity, harm wildlife, discharge atmospheric Green House Gases (GHGs), or endanger the public. Activities include: plugging and abandoning wells; removing waste, equipment, and flowlines; investigating and remediating soil and groundwater impacts; installing safety equipment such as fences and signs; and, reclaiming well pads and access roads. Additional activities include providing timely tracking data to the various Local, State, and Federal agencies affected by or providing funding for the program to effectively demonstrate compliance with complex requirements that vary for each funding source.

Description of Job This posting is only open to residents of the State of Colorado at the time of submitting your application. This Position is responsible for the technical design, regulatory filing, and comprehensive field execution of all four phases of OWP projects, spanning decommissioning, well plugging, environmental investigation, and surface reclamation. Operating with high technical autonomy, the Position drafts all engineering specifications and compliance plans, formulating unique, site-specific tactical designs to return hazardous, non-compliant legacy sites to safe regulatory standards. In the field, the Position manages contractors and project budgets statewide to ensure compliance with local, State, and Federal regulations.

The Position holds full stop work authority and possesses the independent authority to execute emergency change orders in remote environments where operational delays would threaten public safety, environmental quality, or wildlife resources. Specific job duties include but are not limited to: Responsible for contractor procurement, writing project proposals and scopes of work, and reviewing bids and cost estimates. Prepares designs and specifications for various projects using standard templates, and when required based on the unique circumstances of some projects, will write new procedures based on experience and professional judgment.

Performs field inspections of orphaned sites to identify potential concerns and inform pre-work planning, documents changing conditions by entering detailed inspection reports with accompanying photographs and provides recommendations to the Regional Supervisor. Field inspection duties are conducted in various field settings. Travel planning and coordination with ECMC staff, contractors, and surface owners occur both in the field and in an office environment.

Collaborates with OWP staff to prioritize and schedule field work within the program inventory. Scopes projects through desktop reviews and field visits to orphaned sites, identifying access routes for heavy equipment, assessing current site conditions, and recognizing unique challenges. Analyzes any changing field conditions throughout a project to determine the correct administrative path, deciding whether the work can be completed through a standard contract amendment or if it warrants initiating an emergency procurement.

Minimum Qualifications: Experience Only: Six (6) years of relevant experience in an occupation related to the work assigned to this position OR Education and Experience: A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years Substitutions: Additional appropriate education will substitute for the required experience on a year-for-year basis. Please note: The required experience must be substantiated within the work experience section of your application.

Preferred Qualifications: Current or former state experience relevant to this position. Knowledge and/or experience with Colorado oil and gas industry, including current rules and regulations. Knowledge and/or experience with ECMC rules, regulations, and regulatory processes.

Experience with State of Colorado procurement rules and processes. Project management experience. Experience with workover rigs, cement pumping, or roustabout work.

Strong written and verbal communication skills, to include public speaking. Experience managing multiple projects with differing deadlines in order to meet agency needs. The current work arrangement for this position is as follows: (Please note, this arrangement can be subject to change) Hybrid: Statewide responsibility with most travel planned for the western region of the state.

Occasional travel to the Denver office and the eastern region of the state may be necessary. Travel may be required for multiple consecutive days for observing contractor work, field inspections; meetings with landowners; meetings with contractors, including pre-bid meetings; and meetings with ECMC Management and staff.
