Commission Coal Trader Jobs (NOW HIRING)

Job Purpose:

Performs activities related to logistics for purchasing, transporting, and delivering coal, natural gas, and diesel for fuel consumed by OUC's electric generation plants. Prepare and monitor coal-related logistic performance trends to ensure OUC maintains adequate inventory levels. Review and process invoices, maintain database, prepare Commission fuel ratification agenda items, and other fuel-related reports for support of internal and external customer needs. Monitor, report, and recommend financial hedge transactions. Participate in all Financial and Treasury functions, including impact on the General Ledger, related systems, budget and/or capital plan, and financial statements as it relates to Fuel, Purchased Power, and contractual obligations. Prepare analyses and summaries of findings and recommendations.

Primary Functions:

• Perform daily fuel trading, scheduling, and back-office operations for natural gas, coal, and purchased power.
• Manage all coal train logistics and reporting for OUC, including scheduling, tonnage tracking, inventory updates, quality adjustments, reporting, and vendor coordination.
• Trade and schedule natural gas for OUC's contract gas units.
• Prepare and code invoices for natural gas, coal, purchased power, transmission, and minority plant services, ensuring accurate processing through OUC's Accounts Payable and invoicing systems.
• Manage track repairs, track cleaning, track scale certification, and signal maintenance.
• Prepare hedging, operational, management, and regulatory reports, including EIA 923, SERC, PSC filings, FEM fuel reports, and internal commission agenda items.
• Prepare and distribute monthly fuel, purchased power, and transmission reports to Accounting.
• Purchase and analyze long-term and short-term coal needs, evaluate bids and RFPs, and review coal contracts for OUC power plants.
• Prepare and distribute coal inventory and train status report for internal OUC stakeholders.
• Maintain and update train shipment records for use by external coal analysis partners.
• Prepare and analyze coal delivery reports to support management decision-making.
• Prepare bids and coordinate diesel fuel orders for OUC owned power plants as needed.
• Utilize applicable software to perform research, financial analysis, and cash-flow modeling.
• Prepare monthly and quarterly management reports, including high-level budget variance analysis.
• Conduct financial, cash-flow, and variance analysis; support budgeting processes and assist with general ledger reconciliations.
• Lead small projects, document procedures, and identify and recommend process improvements.
• Participate in the development of annual budget processes.
• Build and maintain collaborative partnerships within the team and across the commission;
• Proactively solicit input and foster buy-in from colleagues to support effective decision-making.
• Serve as a liaison to internal departments and external partners, supporting Energy & Fuel Portfolio Analysis with research, data, and financial insights.
• Stay current on market trends and industry best-practices and share insights with the team.
• Participate in team evaluations of fuel transactions, daily resource planning, market activities, and FMPP committee interactions; develop and deliver operational plans.
• Develop and present daily operational plan and market activity reports.
• Support FMPP member requirements and perform ad-hoc analysis for committees and task forces.
• Perform callout duties, as required, due to significant changes in system conditions - included, but not limited to, interaction with natural gas market, modifying the daily operation plan, and delivering adjusted fuel consumption forecasts and schedules.
