Job description

The work: ICF is seeking a Project Analyst, (SETA 2) to support science and engineering innovation programs at the National Science Foundation (NSF). Your work will contribute to enabling the U.S. to uphold its leadership in innovation in science and engineering. This is an opportunity to contribute to an important project from its beginning, work with the latest technologies, and all while building a great career at ICF!
Job Location: This role has a hybrid work schedule and will based in Alexandria, VA.
What you will do:
  • Support a wide range of technology, research and development, and programmatic tasks.
  • Provide technical and program support to program directors managing an R&D portfolio of awardees.
  • Assist with management of awardees, milestone capture, and development of program briefings and technical reports for NSF leadership and interagency partners.
  • Coordinate and participate in technical and programmatic discussions with government, industry, and other stakeholders to initiate new partnerships and program concepts.
  • Coordinate and support technical meetings and conferences.
  • Provide high-level systems engineering and programmatic expertise to support the full life cycle of process and system improvement for current, expanding, and new TIP programs.
  • Conduct data analysis (in coordination with the data analytics team) to draw valuable insights for programmatic decisions and improve communication.
  • Ensure a positive user experience for various programs.
  • As needed, serve as a team lead, managing the implementation of tasks and team member management.
  • Emerging Technology is focused on cutting edge, high-risk, high-impact technologies that can revolutionize the way we do scientific research
  • Experience with innovative government funding programs, such as other transactions and prize competitions, is desired in addition to familiarity with traditional grants, cooperative agreements, and contracts.
  • Expertise in the full life cycle of federal funding program management is strongly desired.

What You Will Bring With You:
  • BS/BA degree or equivalent education and/or experience.
  • Minimum of 10 years of research and development expertise, managing research projects, and project management experience.
  • Position requires the ability to obtain and maintain Public Trust authorization.

What We Would Like You To Bring With You:
  • Advanced degrees (Master's or PHD) in equivalent education are preferred
  • A PMP certification, relevant project management certification, or 5 years of relevant project management experience is preferred.
  • Proficiency with project management tools, system development and mapping tools, and data analytic tools and processes.
  • Awareness of the government R&D landscape or interagency experience
  • Knowledge of transition to practice processes, including commercialization strategies.
  • Experience working in the innovation ecosystem, including high-growth technology enterprises, and with a federal government funding research agency in a Science, Engineering, and Technical Assistance (SETA) role.
  • Preferred familiarity with NSF's partnerships landscape study.
  • Ability to demonstrate technical skills and experience in managing research projects, data analysis and visualization, survey implementation, project strategy and management.
  • Proficiency in interpreting and executing industry-standard project management tools, technical note capture and reporting, and administrative duties such as scheduling meetings and coordinating deliverable feedback.
  • High proficiency using the Microsoft Office Suite.
  • Experience supporting and interacting with Senior Leadership

  • Excellent communication skills, with the ability to maintain effective communication channels with federal technical staff and programmatic contractor personnel.
  • Strong multitasking abilities, familiar with a fast-paced environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$89,649.00 - $152,404.00
