Job description

Title:
Program Manager / Civil Engineer
KBR is seeking a Program Manager to support the Simulator Division (AFLCMC/WNS) and provide MAJCOM-level staff action officer support to Air Force Global Strike Command (AFGSC). The successful candidate will deliver program management and acquisition support with a focus on U.S. Air Force Civil Engineering (CE) processes, secure facilities development, and SCIF planning and approval activities.
This role requires deep experience navigating USAF staffing processes, coordinating cross-organizational actions, and managing facility-related programs from requirements through design, construction, and accreditation.
Key Responsibilities
• Manage program execution across WNS and AFGSC initiatives, including cost, schedule, performance, and risk.
• Serve as a Staff Action Officer (SAO) supporting MAJCOM-level coordination, taskings, and executive communications.
• Develop, route, track, and close staff packages in accordance with USAF staffing processes and timelines.
• Provide subject matter expertise in USAF Civil Engineering (CE) processes for facility development and sustainment.
• Prepare and process DD Form 1391(Project Programming Documentation) and related CE documentation.
• Support planning, programming, and execution of military construction (MILCON) and facility sustainment projects.
• Coordinate and support design reviews (e.g., concept, 35%, 65%, 95%) for facility and simulator-related infrastructure.
• Oversee requirements and execution for secure facility construction, including communications, power, and environmental controls.
• Support Sensitive Compartmented Information Facility (SCIF) planning, design, construction, and accreditation processes.
• Coordinate with stakeholders across AFLCMC, AFGSC, base CE offices, security, and intelligence organizations.
• Ensure compliance with DoD, Air Force, and Intelligence Community (IC) standards for secure facilities (e.g., ICD 705).
• Identify program risks and issues related to facilities and infrastructure, and develop mitigation strategies.
• Prepare and deliver briefings and status reports to senior leadership at the program and MAJCOM levels.
• Facilitate cross-functional collaboration between engineering, logistics, security, and acquisition teams.
Basic Qualifications:
• Bachelor's degree in Engineering, Construction Management, Program Management, Business, or related field.
• Minimum of 10+ years of experience supporting DoD or USAF programs.
• Demonstrated experience as a Staff Action Officer (SAO) or supporting MAJCOM-level staffing processes.
• Direct experience with USAF Civil Engineering (CE) processes, including project planning and execution.
• Experience preparing and processing DD Form 1391 and related facility programming documentation.
• Experience supporting MILCON, facility sustainment, or infrastructure projects.
• Knowledge of design review processes for government facility projects.
• Experience supporting secure facility construction requirements, including coordination with security stakeholders.
• Familiarity with SCIF planning, design, and accreditation processes.
• Knowledge of applicable standards (e.g., ICD 705, UFCs, DoD facility criteria).
• Experience managing program cost, schedule, and performance.
• Strong coordination and communication skills across government and contractor teams.
• Experience preparing executive-level briefings and staff packages.
• Proficiency with Microsoft Office Suite (Excel, PowerPoint, Word).
• Active Secret security clearance (Top Secret/SCI eligibility preferred or ability to obtain).
• Must reside in or be willing to work in the Wright-Patterson AFB, OH area.
Desired:
• Master's degree in a relevant discipline.
• PMP certification or DAWIA Program Management certification.
• Experience supporting AFGSC or AFLCMC organizations.
• Active Top Secret/SCI clearance.
• Experience working directly with base Civil Engineer organizations.
• Familiarity with facility-related budgeting and programming (POM process).
• Experience coordinating with Intelligence Community stakeholders for secure environments.
