Our Mission 

Horizons for Homeless Children is a Boston-based non-profit dedicated to improving the lives of young children experiencing homelessness in Massachusetts. We help their families succeed by providing high-quality early education, opportunities for play, and comprehensive family support services. Our advocacy efforts extend our impact and advance our vision of ending homelessness among families with young children. 

Summary of Position 

The B3 Grant Project Manager leads the development and implementation of the B3 grant, ensuring goals, timelines, and deliverables are met. This role coordinates the  

partnership between Thom Child Services and Horizons for Homeless Children to ensure that families of infants and toddlers (birth to age 3) who demonstrate developmental delays or who are at risk for developmental delays or disabilities receive timely access to services through Massachusetts early intervention system and receive transition support for continued care as they exit intervention services. 

This role will achieve this by managing communication, tracking progress, resolving challenges, and keeping work on scope and on schedule. A key responsibility is documenting effective strategies and lessons learned to create a replicable model for future early education implementation. 

Key Responsibilities: 

Project Planning & Execution 

  • Develop and maintain an integrated project plan and roadmap for initiatives defined in the B3 grant proposal. 

  • Track milestones, deliverables, and timelines to ensure work stays on scope and schedule 

  • Monitor performance against KPIs and ensure outcomes are achieved within defined parameters 

Stakeholder Management & Cross-Agency Coordination 

  • Serve as the primary point of contact for Thom Child Services, Horizons, and other early intervention (EI) providers (as needed), ensuring transparent communication and timely issue resolution. 

  • Facilitate communication across stakeholders to ensure alignment and transparency 

  • Build and sustain collaborative relationships across partner organizations 

Governance & Leadership 

  • Establish, lead, and facilitate a cross-agency Steering Committee to support effective implementation of the B3 grant proposal 

  • Foster a collaborative, high-performing team environment without direct supervisory authority 

  • Align diverse stakeholders with varying priorities, cultures, and processes 

Risk & Issue Management 

  • Identify, assess, and manage project risks and issues; develop mitigation plans and drive timely resolution 

  • Develop mitigation strategies and drive timely resolution of challenges 

Performance Monitoring & Reporting 

  • Track KPIs, budget, and deliverables to ensure accountability 

  • Maintain shared documentation and provide regular status reporting to stakeholders 

  • Ensure transparency in progress updates and decision-making 

Knowledge Management & Continuous Improvement 

  • Document effective practices, lessons learned, and implementation strategies 

  • Develop a replicable model for future early education initiatives 

Starting salary range, compensation, and benefits   

$75,000 is the salary for this role. This position is grant-funded for 18 months, starting July 2026 through December 2028. Should additional funding become available, the position may be extended. 

Your total compensation package includes the following benefits:   

Health coverage options designed to be as comprehensive and affordable for you as possible, with Horizons covering between 70-75% of premiums (a value that ranges from an additional $10,000 –30,000 per year based on your enrollment choices).  

While you have a choice between an HMO and PPO plan for medical coverage, most employees pay $117.77 for individual, $235.54 for 2-person, or $370.44 for family coverage per biweekly paycheck and never pay more than $300 for individual or $600 for 2-person/family toward deductibles.

Qualifications 

Education & Experience 

  • Bachelor’s degree in Business, Public Administration, Communications, or a related field. 

  • 3+ years of project management experience, including cross-functional or interagency partnerships. 

  • PMP or comparable project management certification preferred 

  • Experience in child services, early intervention, or related human services settings preferred. 

Knowledge, Skills, & Abilities 

  • Demonstrated ability to influence stakeholders without formal authority; strong interpersonal, negotiation, and conflict-resolution skills. 

  • Proven leadership skills to align teams with varying priorities, cultures, and operating procedures. 

  • Excellent written and verbal communication skills, including experience presenting to senior stakeholders. 

  • Proficiency with project management tools (e.g., Jira, Microsoft Project, Asana) and collaboration platforms (e.g., SharePoint, Google Drive), as well as virtual meeting tools.

Workspace  

This is a 40-hour, full-time, onsite position. Regular hours are Monday–Friday during business hours, with occasional evening/weekend events with notice. The work you will perform is largely sedentary, taking place at a desk or cubicle, in an office setting, working alongside others. There is a large staff room with indoor and outdoor space for breaks as well as a designated quiet room. Our beautiful office space is located:  Edgerley Family Horizons Center at 1785 Columbus Ave, Roxbury, MA.
