Position Location: Naval Station Norfolk, VA (On-Site) Telework/Work-from-Home Authorized: No About the Role:The Readiness & Operations Analyst provides operational readiness analysis and decision-support services to Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) in support of Force Generation initiatives.

The position applies Navy operational and staff experience to analyze Personnel, Equipment, Supply, Training, Ordnance, Networks, and Infrastructure (PESTONI) readiness data; identify readiness trends, gaps, barriers, and risks; and develop analytical products and recommendations that support Surface Force readiness and senior-level decision making. Additional Responsibilities Include, but are not Limited To: Analyze Navy readiness data and metrics across the PESTONI pillars to identify trends, gaps, barriers, risks, and opportunities for improvement. Apply operational and staff experience to assess Surface Force readiness, Force Generation requirements, and the impacts of readiness drivers on mission execution.

Collect, validate, interpret, and analyze data from authoritative Navy sources to support readiness assessments and analytical products. Support development of metrics, monitoring frameworks, analyses of alternatives, business case analyses, and other readiness-focused studies. Develop data-driven summaries, reports, charts, visualizations, point papers, memoranda, and briefing materials for Government review and senior-level decision support.

Participate in analytical working groups, technical exchange meetings, deep-dive sessions, and stakeholder reviews with Navy and Government personnel. Collaborate with senior and junior analysts to translate operational requirements and complex readiness data into clear, actionable findings and recommendations. Maintain required training, credentials, and qualifications and comply with Government and company policies and procedures.

Perform other duties, as assigned. Experience Requirements: Experience in the United States Navy in an Engineering or Combat Systems Department-related billet at sea. Five (5) years of experience on an Echelon 3 or higher staff.

Five (5) years of experience conducting data analysis for complex projects. Experience analyzing metrics associated with the Personnel, Equipment, Supply, Training, Ordnance, Networks, and Infrastructure (PESTONI) readiness pillars. Demonstrated ability to collect, interpret, and analyze complex readiness information and translate findings into actionable analytical products and recommendations.

Experience supporting Navy operational readiness, Force Generation, or related Surface Force mission requirements. Proficiency with Microsoft Office applications, particularly Excel and PowerPoint. Education Requirements: Bachelor of Arts or Bachelor of Science (BA/BS) degree or higher from an accredited college or university.

Other Required Skills & Abilities: Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract. Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
