NoaNet is a non-profit mutual corporation providing telecom solutions and services and is headquartered in Spokane Valley, Washington. For over 25 years, NoaNet has operated a reliable public open-access broadband network that today totals over 3,800 fiber miles and touches every county in Washington State. Our organization provides rural areas access to broadband services, supporting more than 100 last-mile providers that serve more than 260,000 customers. Career Overview


A GIS Analyst with NoaNet supports the ongoing requirements of the maintenance, growth and development of the NoaNet network and GIS department. A GIS Analyst is required to analyze existing NoaNet infrastructure, update and maintain infrastructure with NoaNet internal mapping tools, work with internal staff to provide KMZ's, PDF's, routing, fiber and strand management. The GIS Analyst will also assist and help with analysis on proposed fiber builds, documentation, and oversee the implementation of as-builts into mapping systems. Work with external partners and clients to help with grant application GIS analysis, implementation, and fiber management of funded projects. Support and manage network data for Noanet Member and Affiliates utilizing network coordinated services and professional service agreements for GIS Support. The position may require occasional travel to help with field verification of existing fiber infrastructure to ensure accuracy in GIS systems.

Responsibilities

  • Work with ESRI based platform (ArcPro, ArcGIS Online, ArcGIS Enterprise), 3-GIS, and other mapping tools.
  • Work with multiple GIS tools to document existing infrastructure, new construction, cable/strand management, new splicing projects and as-built documentation.
  • Work with and create GIS Mobile Applications, Web Applications, and other tools necessary to support field workers, contractors, NoaNet Staff and NoaNet customers.
  • Coordinate with Noanet Members and Affliates to update fiber network datasets as required in network coordinated service contracts and professional service agreements.
  • Run analysis on existing infrastructure to identify cables usage, strand management, routing and details to help support NoaNet internal staff and any customer requests.
  • Assist GIS Manager to provide analysis on network designs for the OSP team utilizing GIS tools and extensions. Provide the data back to the OSP teams to use in strategic decisions for future projects.
  • Incorporate as-builts and splice/strand verification for record tracking purposes. Provide field visits and post inspection on jobs requiring additional field verification of completed construction jobs.
  • Prepare KMZs and route details as requested by both NoaNet internal staff and customers.
  • Other duties as assigned.


Education, Training, Knowledge, Skills, and Qualifications

  • Bachelor's degree in GIS or a related field -or- 3 years of relevant work experience.
  • Knowledge and experience with utility mapping and documentation.
  • Ability to perform analysis and work proficiently in ESRI products and 3-GIS mapping tools.
  • 3+ years of Office 365.
  • 3+ years of experience with Google Earth, Google Maps, KMZ's, Microsoft Word and Excel.
  • 3+ years of Work Experience in Telecommunications or related fields/utilities.

Availability and Travel Requirements

  • Position requires on call and 24-hour availability
  • The position may require occasional travel

  • Driving a company car may be required: must have a current, state issued driver's license with a clean driving record; must be able to provide proof of valid driver's license and insurance
  • Must be able to lift and carry up to 50+ pounds
  • The ability to move safely over uneven terrain
