Job Summary
Direct the overall operations of Risk Management at the College. Plan, organize, and manage the overall administrative and operational activities of an Occupational Health and Safety program and a Worker's Compensation program. Direct, implement, and coordinate the enforcement of policies, regulations, and federal, state, and local laws as they pertain to OSHA compliance to achieve and ensure a safe and healthful environment for students, faculty, staff, and the community.
Essential Duties
Identify, plan, develop, and implement comprehensive safety and health programs for all work areas and all academic areas. Perform needs analysis and identify, facilitate, and coordinate safety training. Maintain safety class rosters and training records. Perform regular inspections, and make recommendations.
Identify and address issues related to compliance with federal, state, and local laws and regulations including but not limited to OSHA, Uniform Fire Code, Uniform Building Code, NIOSH, and EPA. Create, update, revise, and amends OSHA required written plans. Maintain records and the recordkeeping system. Plan programs and safety events to enhance awareness; administer OSHA programs pertaining to Hazard Communication, Blood borne Pathogens; Emergency Procedures, Safety Data Sheets, Chemical Hygiene etc., as applies to each campus. Coordinate and monitor hazardous and no-hazardous waste disposal.
Plan, organize, direct, evaluate, and oversee a centralized risk management program and services, including risk identification and risk assessment. Meet with administration, faculty, and staff to identify and assess risks and assure compliance. Ensure risk management and workers' compensation processes are consistent throughout the organization and that efficient and effective processes are employed. Develop strong collaborations and contacts with internal and external stakeholders.
Procure and manage property, liability, automobile liability, workers' compensation, and other special insurance programs. Monitor and manage claims administration program for liability, property, and workers/ compensation programs, including maintenance of detailed records.
Design, direct, and monitor the implementation of a comprehensive workers' compensation program including: establishing and implementing a project plan, setting goals and allocating resources, evaluating outcomes and making appropriate modifications, developing a formal return to work program, and standardizing and communicating procedures district-wide including communication
plans to the college; investigation of accidents, training, risk avoidance training, claims administration; reports to administrators; with injured employees, medical providers, and supervisors.
Coordinate inspections of College facilities by external regulatory agencies including State Fire Marshall, Department of Labor, Workers' Compensation representatives, and others as required. Maintain records of visits/inspections.
Maintain knowledge of federal, state, and local regulations as defined by OSHA.
Minimum Qualifications
Master's degree in Public Health, Environmental Health, Occupational Health & Safety or related field. Degree requirement may be substituted with equivalent work experience.
5 years of direct experience.
Knowledge of functions, methods, principles, practices and trends of risk management/worker's compensation/occupational health and safety polices, programs, applicable laws, rules and regulations.
Ability to learn, interpret, and communicate laws, regulations, and policies.
Ability to promote, develop and implement programs and procedures.
Effective verbal and written communication skills.
Ability to organize work and maintain accuracy and confidentiality.
Ability to travel between campus locations as needed.
