Project Director of the Elms College Haitian Teacher Training Continuing Education Program in collaboration with the State University of Haiti (UEH)

Elms College (Chicopee, MA) - Hybrid work possible, full-time, grant-funded (initial project period; anticipated start September 1, 2026):

Overview: Elms College seeks a dynamic, experienced Director to lead a W. K. Kellogg Foundation-funded Continuing Education initiative developed in partnership with the State University of Haiti's Ecole Normale Suprieure (ENS). The Director will oversee the development and launch of a train-the-trainer credit certificate program (five courses) to strengthen teacher education across Haiti, manage the Elms-UEH collaboration, provide oversight of joint course development and offerings, ensure high-quality distance delivery, and implement monitoring, evaluation, and scale-up activities.

Key Responsibilities

• Provide strategic leadership and day-to-day management of the Elms-UEH Teacher Education Continuing Education Program.

• Codesign the five-course (1Scredit) certificate curriculum with Elms and UEH faculty covering: classroom engagement & pedagogical practice; curriculum design; evaluation & assessment; interventions for students with special needs; language acquisition pedagogy; differentiated instruction; and level-specific literacy/math/science interventions.

• Coordinate regular bi-weekly planning meetings and maintain strong working relationships with UEH -ENS partners, Elms faculty, the W. K. Kellogg Foundation and other partners.

• Coordinate recruitment and selection of teacher participants and Trainer candidates across targeted regions of Haiti, collaborating with UEH-ENS' recruitment model.

• Oversee instructional delivery (remote/hybrid), faculty team-teaching (Elms/UEH), instructional quality assurance, and development of course materials that are scalable and integrated into UEH-ENS curriculum.

• Ensure credits earned are transferable and that graduates receive jointly signed diplomas from Elms College and UEH.

• Implement a Train-the-Trainer model that certifies Trainers and supports their regional rollout of professional development.

• Design and manage program monitoring, evaluation, and continuous improvement processes; report outcomes to funder(s).

• Manage grant budget, procurement, contracts, and fiscal reporting under the direction of the Vice President of Academic Affairs and in coordination with Elms College grants/finance offices.

• Hire and supervise an administrative assistant (PT) and coordinate the evaluation consultant.

• Support efforts to scale and integrate the program within UEH's academic offerings and to document sustainability pathways.

• Represent Elms College at stakeholder meetings and as requested.

Required Qualifications

• Master's degree (Doctorate preferred) in Education, International Education, Educational Leadership, Curriculum & Instruction, or a related field.

• Minimum 5 years of progressively responsible experience leading teacher professional development, continuing education, or academic program management; experience in higher education strongly preferred.

• Experience managing international partnerships and multi-stakeholder projects; prior work with Haitian institutions, Francophone contexts, or Caribbean education is strongly preferred.

• Demonstrated grant management experience, including budget oversight and funder reporting (experience with foundation grants desirable).

• Track record implementing distance/hybrid education and supporting faculty to teach online; familiarity with educational technology and remote pedagogy.

• Strong skills in program monitoring and using an evaluator to inform program improvement.

• Excellent written and oral communication skills, intercultural competence, and proven ability to build collaborative relationships across institutions.

• Fluency in English required; proficiency in French and/or Haitian Creole strongly preferred.

Preferred qualifications

• Experience working with Ministries of Education, teacher credentialing processes, or national-level curriculum integration.

• Prior experience developing materials for scalability and training educators.

• Familiarity with the Haitian higher education context and terminology (e.g., use of "license" for bachelor's-level articulation).
