Job description

Class Title: Utility Technician

EEOC: Technicians

FLSA: Non Exempt

Summary of Position

Performs duties essential to operate and maintain water distribution and wastewater collection system, including making water and sewer taps, installing and replacing water meters, repairing water and sewer leaks and performing preventive and corrective maintenance on water and sewer lines. Reads, records, installs, repairs, and maintains water meters.

Organizational Relationships
  1. Reports to: Distribution Supervisor, Wastewater Operations Supervisor, or Water Operations Supervisor as assigned.
  2. Directs: Utility Technician Trainee
  3. Other: Has contact with other employees and with the general public
Examples of Work

Essential Duties

  1. Makes water and sewer taps for new services.
  2. Installs and replaces water meters.
  3. Repairs water and sewer leaks, including digging holes and trenches, using backhoe and other equipment, and placing necessary shoring.
  4. Performs preventive and corrective maintenance on water and sewer lines, including unclogging lines using hydrojets, routers, and hand rods, exercising and/or replacing valves, entering confined spaces, and testing for low water pressure.
  5. Locates water and sewer lines.
  6. Performs leak site dress-ups by pouring sandy loam over affected area including performing concrete work upon completion of leak maintenance or tap installation.
  7. Installs new water mains and service lines, and sets meters for new customers.
  8. Reads and maintains various flow meters, water interconnects, meters/gauges at lift stations, and other electrical meters.
  9. Investigates high level alarms at lift stations.
  10. Performs chlorine residual tests on distribution system.
  11. Raises low manhole covers, meter boxes, and valve boxes up to grade.
  12. Ensures truck has adequate supplies and hauls materials to work sites.
  13. Maintains assigned truck in proper working condition and ensures all work areas are clean and organized.
  14. Fills out required work orders.
  15. Reads water meters and records readings using hand held meter reading devices.
  16. Performs connections and disconnects as instructed.
  17. Tests water pressure when necessary.
  18. Installs, repairs, and/or replaces water meters, boxes, valves, and regulators.
  19. Corrects situations which prevent meter reading, including clearing brush, cleaning meters, digging out boxes, etc.
  20. Rereads meters when requested by customers or when reading error is suspected.
  21. Prepares work orders.
  22. Contacts customers when problems arise or when water service is interrupted.
  23. Assists with flushing fire hydrants.
  24. Must be able to lift at least 50lbs.
  25. Must be on call and respond to emergency situations.

Required Knowledge, Skills and Abilities

Knowledge of: basic first aid procedures; and safe operating procedures of equipment used.

Skill/Ability to: locate water and sewer lines using maps; repair and maintain water and sewer lines and associates valves and pumps; operate backhoe, dump truck, pump truck, hydrojet, and various hand held tools, applying safety standards to prevent hazards; understand and follow instructions; make simple mathematical computations; establish and maintain effective working relationships with co-workers; deal effectively with the public in stressful situations; tolerate outside working conditions, including exposure to adverse weather conditions; and maintain appropriate necessary certifications, Texas driver's license applicable to job responsibilities, and good driving record. Read meters, repair and maintain water meters. Know meter locations and how to read.

Acceptable Experience and Training

High school graduation or its equivalent, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
