Job description

GovCIO is currently hiring a highly skilled Senior Application Developer with an active Secret clearance to design, build, and modify application software using programming languages such as Java, ColdFusion, JavaScript, and C#. This position will be located in Fairfax, VA and will be a hybrid position.
Responsibilities
  • Implement multiple design patterns.
  • Integrate COTS products, use APIs, interact with data repositories, cross-domain solutions, and manage system interfaces.
  • Manage legacy code and/or develop new code using container technologies.
  • Develop and execute unit tests to verify code meets functional requirements.
  • Resolve integration issues, vulnerabilities, and functional defects.
  • Develop and maintain secure, scalable Java applications supporting cross-domain data exchange in compliance with federal standards.
  • Collaborate with system architects, cybersecurity teams, and government stakeholders to implement mission-critical features.
  • Integrate with enterprise services and APIs, ensuring secure communication across multiple classification levels.
  • Participate in Agile ceremonies and contribute to sprint planning, backlog grooming, and technical reviews.
  • Write clean, well-documented code that adheres to federal security and software development lifecycle (SDLC) guidelines.
  • Support modernization efforts by refactoring legacy systems into cloud-native, containerized Java applications.
  • Conduct unit and integration testing and assist in automated deployment using CI/CD pipelines.
  • Troubleshoot and resolve technical issues across development, staging, and production environments.
  • Collaborate with cross-functional teams to ensure interoperability, data integrity, and compliance with cross-domain solution (CDS) policies.

Qualifications
  • Bachelor's degree in Computer Science, Engineering, or related field with 12+ years of experience with large integrated projects and 5+ years of professional experience in Java development, preferably in federal or defense contracting environments. (or commensurate experience).
  • Active Secret clearance with the ability to obtain and hold DEA suitability.
  • Strong knowledge of Java SE/EE, Spring Boot, and RESTful services.
  • Familiarity with cross-domain solution architectures, data labeling, and secure data transfer protocols.
  • Experience working in secure environments, preferably within the DOJ, and understanding of FISMA, NIST, or RMF compliance.
  • Proficiency with build tools (Maven/Gradle), version control (Git), and CI/CD tools (Jenkins, GitLab CI).
  • Exposure to containerization technologies (Docker, Kubernetes) and cloud platforms (AWS GovCloud, Azure Government).
  • Understanding of secure coding practices and experience with static/dynamic code analysis tools.
  • Strong problem-solving skills and ability to work independently or within a cross-functional Agile team.
