Job description


Basic Purpose
Establishes and manages the construction management program for Company contracted construction of transmission line, substation and civil projects. Establishes policy and common business practices and procedures. Ensures effective and efficient contract administration, inspection and quality control. Maintains an effective relationship with internal and external customers
Responsibilities
Essential Duties and Responsibilities
Ensures effective construction management policies and procedures are in place and utilized, minimizing the risk and exposure of the Company by completing projects on time. Manages costs, specification and contract compliance, quality, permitting and maintaining an effective relationship with internal and external customers.
Maintains public and employee safety by directing safety programs in accordance with company safety rules, practices and procedures, local, state, and federal regulations; assumes environmental leadership role.
Ensures that Construction Management Services are available to the Company through the demonstration of technical expertise and administrative skills. Ensures that a capable construction management staff is developed with appropriate tools and resources by facilitating or providing technical training and sponsoring the exploration of new technology where appropriate.
Oversees and ensures accuracy of detailed construction estimates for the capital construction budget and specific work orders.
Provides guidance and support throughout the design and construction phases of assigned projects to ensure overall project costs are controlled to the constraints of capital commitment and minimized to the extent possible. Ensures effective administration and documentation of construction service contracts.
Provides supervision, direction and technical assistance to ensure workable solutions are developed for any non-standard problems.
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
Monitors and enforces all compliance requirements for area of responsibility.
Performs related duties as assigned.
Qualifications
Essential Education, Skills, and Environment
Education and Work Experience
Bachelor's degree in Engineering or related field from an accredited school plus 6 or more years of related experience in transmission line, substation, and civil construction principles.
Candidates that do not possess a bachelor's degree must have a minimum of 10 years of related work experience in transmission line, substation, and civil construction principles.
Specialized Knowledge and Skills
Demonstrated knowledge and experience in the areas of construction management and project management, cost estimating, scheduling and contract administration. Demonstrated knowledge of local building permit requirements, processes and procedures. Demonstrated knowledge of federal agencies requirements as they relate to construction permitting. Demonstrated leadership, problem solving and conflict resolution experience, and communication skills.
