Job description

Valiant is looking for an Environmental, Safety, and Occupational Health (ESOH) Compliance Specialist to join our team! The ESOH Specialist is responsible for compliance oversight and training of all ESOH program requirements for the Chemical Management Services (CMS) Contract including HAZMAT (HM) and HAZWASTE (HW) functions. ESOH program requirements derive from the CMS Contract Performance Work Statement (PWS), CMS Standard Operating Procedures/Process Instructions, the installation Hazardous Waste Management Plan and all other applicable governing directives. The ESOHS shall conduct and maintain required environmental and safety analysis, compliance inspections/observation, and manage all employee training. The ESOHS shall obtain and maintain all requisite academic credentials, instructional experience, and knowledge of applicable ESOH matters. The ESOHS is responsible for ensuring VTS/CMS operations are fully compliant with all applicable governing directives and is knowledgeable of all federal (OSHA, EPA, and NFPA), state, and local regulations, concepts, practices, and applications. In addition to the broad management responsibilities addressed above, our ESOH Specialist is specifically responsible for the following DLA WR-ALC CMS Contract requirements:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Serves as VTS and CMS Safety Official and enforces all safety policies.
  • Remain "on-call around-the-clock" for urgent matters or emergencies.
  • Conducting and maintaining health and safety training as well as all computer-based training of all employees.
  • Serves as ESOH POC for CMS Site Manager (SM), Program Manager (PM) and all CMS staff regarding Health & Safety issues.
  • Document and maintain all weekly and monthly observations and inspections; evaluate inspection results, develop corrective action plans and make recommendations for maintaining compliance with all regulatory agencies/requirements.
  • Conducts biweekly facility and personnel inspections to ensure adherence to safety standards.
  • Ensure proper PPE is made available and being utilized at all times.
  • Post and maintain WR-ALC ESOH Policy Letters in a centralized location.
  • Evaluates all results and makes recommendations to ensure compliance of all safety and health regulations.
  • Ensures that all HAZMAT and Issue Center HAZWASTE accumulation areas are compliant with safety, health and hygiene regulations according to SOP's and Base regulations.
  • Maintains employee safety training records and matrix/documentation current at all times and provide current monthly copies to the Site Manager.
  • Provides daily/weekly/monthly reports to CMS Program/Site Management based on ESOH CDRL requirements.
  • Develops training presentations and job aids (provided to KO or designee upon request).
  • Assists the Quality Control Specialist with any compliance issues.
  • Serves as main POC for KO or designee and will assist in surveillances and inspections as required.
  • Serves as a "manager on call" on assigned weekends to address any concerns or issues which may arise.
  • Will evaluate and inspect nightshift periodically throughout each month.
  • Maintains a working knowledge of contract requirements as they apply to Environmental, Health, and Safety.
  • Operate motor vehicles, motorized scooters, golf-carts, forklifts, bicycles, and/or burden carriers as assigned.
  • May be temporarily assigned to duties as necessary to meet VTS/CMS contract requirements.
  • Other duties as assigned.

SECURITY CLEARANCE:
  • Ability to obtain and maintain a Secret Clearance, Active Secret preferred.
  • Must pass a criminal and financial background check prior to hire and must be able to pass and sustain the DLA PSI background check criteria during the entire duration of their employment.

EDUCATION REQUIREMENT: High School Diploma or an equivalent. Associate degree in ESOH or related field preferred.
CERTIFICATION REQUIREMENTS: Successful completion and application of the following training:

* Obtains and maintains Instructor Certification necessary to conduct and certify ESOH Training including, but not limited to HAZWOPER First Responder, HAZWOPER 24-hour initial and recurring training, HAZCOM, and General Workplace Safety Training.
REQUIRED QUALIFICATIONS:
  • 5+ years' experience in the field of CMS and environmental and safety program management.
  • 3+ years' experience using a Hazardous Material tracking system equivalent to EESOH-MIS.
  • Must possess strong leadership, interpersonal, organization and oral and written communication skills.
  • Must be able to objectively demonstrate competency in OSHA, EPA, EPCRA, and all applicable Federal and State regulations pertaining to Environmental, Safety, and Health requirements of the CMS Contract.
  • Must present a neat and professional appearance IAW VTS/CMS policies and consistent with the workplace environment.

PHYSICAL REQUIREMENTS: Physical requirements may include, but are not limited to, lifting, ascending, and descending stairs, climbing, extended sitting or standing, to various degrees.
