Job description

Job Title: Construction Manager/Program Assistant (CM-PA)

Location: VA Medical Center in West Haven CT located at 950 Campbell Avenue West Haven, CT 06516

Project Name: CM Services at West Haven, CT VAMC

Client: Veterans Affairs

Pay Range: $60,000 - $85,000k/year plus benefits

Anticipated Start Date: July/August 2026

Project Duration: 3 years

Project Details (Size, SOW, Site Background, etc.):

Support the construction program upgrades for the VA Medical Center in West Haven CT - 950 Campbell Avenue West Haven, CT. All CM personnel will assist with the Surgical and Clinical Tower โ€“ Phase A1 and A2 Projectโ€™s thru the Senior Resident Engineers office in performing monitoring and inspection of construction for compliance with contract requirements.

Daily Responsibilities:

The government requires a Construction Manager / Program Assistant (CM-PA) to provide construction management support, with the Surgical and Clinical Tower โ€“ Phase A1 and A2 Projectโ€™s, thru the Senior Resident Engineers office, in performing monitoring and inspection of construction for compliance with contract requirements. Tasks shall include constructability reviews, monitoring/inspecting, reporting, data entry, proposals review, and coordination efforts as required to support CFMโ€™s mission. Shift work will be required to provide office coverage of construction work at the site.

The Construction Manager / Program Assistant (CM-PA) shall be required to perform services including, but not limited to, the following (in no particular order)

  • Coordination of submittal reviews and management of submittal process โ€“ Ensure General Contractor is meeting specification requirements for submittals. Ensure a submittal review and management process is established by General Contractor. Monitor and support timely reviews by all stakeholders.
  • Perform all duties and responsibilities independently and with limited to no supervision.
  • Possess experience sorting, filing, and tracking construction/project related documentation.
  • Possess experience organizing and attending design/production meetings and distributing meeting minutes to all project stakeholders.
  • Drafting and distribute project updates and facilitating team communication.
  • Possess experience and the ability to liaise with project stakeholders about project requirements, timelines, and administrative reporting.
  • Provide administrative support as needed.
  • Ability to work effectively both independently and as part of a team.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

  • The Construction Manager / Program Assistant (CM-PA) shall have the equivalent of a GED or shall possess a degree from an accredited institution of higher learning.
  • The Project Assistant shall possess a minimum of 5 years of experience as an administration capacity on a construction project.
  • Ability to recognize terminology associated with administration of construction activity and support CM staff with required documentation and submission of project related data.
  • Must maintain a working knowledge of major construction activity and the typical documentation and reporting requirements.
  • Ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy
  • Preferred Qualifications:
  • Experience as a CMa managing VA projects
  • Experience as a CMa managing Medical projects
