The Development Economics Vice Presidency (DEC) is the World Bank's central reservoir of fresh insights into the most pressing challenges of development. It is led by the Chief Economist and Senior Vice President of the World Bank Group, who advises the President and senior managers, serves as the community leader for the WBG's economists, and helps to keep the institution in the forefront of thinking about development policy. DEC constitutes one of the world's largest teams of economists focused on policy solutions for developing economies.
The mission of the Office of the World Bank Chief Statistician and Director of the Development Data Group (DECDG) is to put data to work for development. DECDG provides technical expertise and support both internally and to countries with a range of data and statistics priorities, including development indicators, methods, standards, and tools for data work; support for data governance; and promotion of better use and management of development data.  DECDG prizes innovation and partnership, validating and incorporating new technologies, working closely with partners, and serving as an interface to the global development data community.   
Expanding and modernizing development data production, management and governance are critical to our mission. To address this, DECDG's Data Management & Services team (DECGT) is leading Data360 and the Development Data Hub (DDH), collectively the Bank's central development data production and dissemination framework to improve accessibility, management and dissemination of the WBG's own data assets; and production of high quality statistical indicators and data products to help improve development outcomes.

 Duties and Accountabilities


Reporting to DECGT Program Manager and Data360 TTL, the ETC will perform the following roles and responsibilities:
1. Support Data360 and DDH Team with the integration, management and presentation of climate data.
  Support the harmonization and presentation for datasets and products onto relevant, publicly accessible data platforms and archives, such as Data360 and CCKP.
  Support the DEC Hub with the cataloging of existing datasets and products in use, under contract or legacy purchases WB-wide.
  Support data transfer from ITS to DDH.
  Support raster and API integration into Data360. 
  Support DDH team with file reformatting and ensure harmonization as needed, specifically to cloud-native formats such as ZARR.
2. Lead the technical and scientific development of the CCKP, in consultation with Data360 Program Manager and CCKP TTL.
  Set CCKP technical direction for data management as well as new data product delivery corresponding with latest scientific research and technical tools;
  Maintain data quality and technical standards and manage related documentation;
  Address gaps and WBG operational requests by developing and publishing new data products, tools, visualizations and increased data availability and accessibility;
  Oversee technical maintenance of the website and related data infrastructure
  Develop and apply a common assessment framework for climate datasets and products - consistent with the WBG Policy on Development Data Quality - covering business relevance, sustainability, methodological transparency, quality assurance, update frequency, spatial and temporal coverage, interoperability, licensing conditions, and usability for analytical and operational purposes; support periodic monitoring of the quality, coverage, and operational relevance of relevant climate data products.
3. Provide climate data advisory services and operational support to WBG Task Teams.
  Support communication and engagement with WBG Teams, Country Management Units, sectoral specialists, and global partners on climate risks regarding the proper use and interpretation of data services provided through CCKP;
  Support WBG Teams in the appropriate analysis and use of data and presentations in reports and national policy preparations;
  Provide the foundational data that will inform the management of climate-smart asset portfolios, the planning of climate-smart economies and the transition to low-carbon futures.
  Support the development of tiered, country-level foundational climate data packages for priority operational use cases - including country diagnostics, climate and disaster risk screening, sector analytics, policy dialogue, and project preparation - with consideration for different country contexts, including IDA, IBRD, FCV, and climate hotspot settings.
4. Motivate and empower the CCKP team to deliver high-quality data products.
  In coordination with the Data360 Program Manager and CCKP TTL, oversee the CCKP technical team, including providing technical guidance and problem-solving abilities that will help them deliver their best work, adhering to CCKP's strict quality assurance standards.
  Identify and promptly address gaps, risks and issues related to budget and staffing, particularly issues susceptible to affect the quality, technical integrity, and reputation of the CCKP.
  Report regularly and escalate as needed to the Data360 Program Manager and CCKP TTL.
5. Build and maintain relationships with strategic partners.
  In coordination with Data360 Program Manager and CCKP TTL, liaise with WBG institutional partners (in DEC, ITS, and more broadly), as well as external partners as needed and strategic to:
i.  ensure compliance with WBG information security, technology, and data management standards;
ii. leverage the WBG institutional capacity to strengthen performance and build efficiency;
iii. co-develop new products aligned with the World Bank Group's mission and the overall mandate to create global public goods.
  Develop, leverage and scale external relationships across relevant climate research institutions, public entities, multilateral organizations, tech and data vendors that can benefit the operation and future developments of the CCKP.
  Support the planning, development, and management of the WBG's new Climate Data Community of Practice and other relevant WBG technical working groups and action plans related to climate data analytics.  This includes support and active contribution to the Climate Data Community of Practice, including by providing technical inputs on climate data systems, products, and standards; sharing experience with institutional workflows and data governance; and helping connect operational teams with emerging good practices in climate data selection, application, and documentation.
  Work with WBG teams on institutional priorities to ensure needed data and metrics are available and useable.
  Grow CCKP's institutional partnerships for expanded data production and data provision in response to institutional priorities.
