Job Description Recruitment Information: Application materials (application, cover letter, and resume) must be completed along with complete responses to supplemental questions by the deadline to be considered. We have partnered with Lower Columbia College (LCC) in Longview, WA, to administer our exams. Applicants must take the ACT work keys exam no later than August 26, 2026 ***To register for a testing time go to www.registerblast.com/lowercolumbia or call the Testing Center directly at 360-442-2353. Select City of Longview Employment Testing and select the City of Longview Clerical Exam

The exam cost is $90.00. Applicants will need a Level 4 or higher in each category to be considered. Test scores are good for 5 years

***Financial assistance is available through LCC. Inquire and apply with the LCC Testing Center. If you have already taken this exam within the 5 year period, please attach the scores to this application.

Current City of Longview Employees: If you have already taken a previous pre-employment clerical exam with the City please indicate that in your application. ***Employees who were hired without pre-employment testing in their current classification will be able to apply to other positions within their classification without having to take the pre-employment test. Position Information: Business Licensing/B&O Taxes - Specific duties include assisting customers with on-line business license registrations; issuing licenses; processing B&O Tax returns and receipting taxes; entering data into applicable systems; and answering a variety of questions related to business licensing and B&O Taxes.

Customer Service - Specific duties could include: assisting customers with account set-ups and close-outs; verifying customer information; entering data into applicable systems; and answering a variety of questions related to utility service. Cashiering - Specific duties could include: accepting and processing over-the-counter payments; processing revenue transactions; and entering and verifying daily deposits. Mailroom Services - Specific duties could include picking up, distributing and processing incoming and outgoing mail.

The candidate selected for this position will be subject to passing a pre-employment criminal background check including fingerprint check. Essential Job Duties Prepares, processes, and maintains a variety of records including past due notices, and bills. Back-up Business & Occupations tax records.

May performs auditing duties including reconciliation and reviewal of statements. Receives and responds to a variety of complex customer complaints, concerns, and/or other related items including closing accounts, determining which accounts to activate shut-off, and troubleshooting any billing or account concerns. Researches and assembles material on delinquent accounts; implements turn-ons and shut-offs in accordance with established procedures.

Issues licenses and license numbers for business needs; monitors and updates database as necessary. Assembles a variety of reports related to departmental activities and/or operations; conducts related administrative research. Prepares and reconciles a variety of documents and reports in assigned area of responsibility such as invoices, vouchers, payments for services and/or supplies, CRM requests, etc.

Maintains applicable departmental databases and information. Composes a variety of routine and/or specialized correspondence, reports, documents, applications, forms, memos, and/or other applicable materials; and verifies and edits grammatical composition. Performs various routine clerical duties, utilizing standard office equipment, to include screening incoming calls; taking and transmitting messages; maintaining calendars; scheduling meetings; making photocopies; performing data entry; faxing documents; keyboarding; and word processing.

Computes and collects fees and money from customers; issues receipts to customers; sets up/maintains new accounts; submits documentation to appropriate individuals. Responds to requests for information from the general public and/or other interested parties related to finance; answers routine questions; and directs customers and visitors to appropriate locations. Pick up, process and distribute incoming and outgoing mail daily.

Performs other duties as required. Minimum Qualifications High School Diploma or equivalent AND at least 1 year of general clerical, customer service, or office support experience. Must pass Level 4 of each of the 3 ACT/Work Keys - National Career Readiness Tests (NCRC) through Lower Columbia College (LCC) OR provide passing certificates within the last 5 years OR current employees of the City of Longview must have passed the City of Longview Clerical Exam OR NCRC prior to original hiring.

Associate Degree Preferred. Ideal Candidate Information Basic mathematical concepts and ability to perform mathematical calculations Bookkeeping principles Licensing principles and regulations Applicable federal, state, and local laws, rules, and regulations. Modern office administration.

Utility service systems, shut-off standards and procedures, and perform complex utility service research. Good interpersonal and customer service skills to courteously deal with and to establish and maintain effective working relationships with co-workers, other City employees, vendors, local agencies and providers, and the general public. Work in a multi-task environment, be detailed-oriented, able to organize duties and set priorities to meet deadlines.

Initiative to take action and be self-motivated. Work well independently as well as in a team or cooperative setting. Communicate in a professional business-like manner, both orally and in writing.

Portray a professional image and attitude. Able to exercise discretion over sensitive and confidential issues related to the department and its business. Develop and maintain a general understanding of information that relates to the functions and services of the departments.

Composing a variety of business correspondence. The ability to handle job stress and interact effectively with others in the workplace.
