Definition Water Operator II/III The City of Benicia is seeking a dedicated and skilled individual to join our Water Treatment Division as a Water Operator II/III. This critical role supports the City's mission to provide safe, high-quality, and reliable drinking water to our community. As a Water Operator II/III, you'll work in a regulated industrial environment, operating a surface water treatment plant and potable water distribution system.

Water Operator II Under direct supervision while training under a Water Operator III or IV, assists in the operation of the Water Treatment Plant in order to learn the standard operating procedures and interpret water quality analysis for the proper treatment of drinking water.

Water Operator III Under general supervision, operates a surface water treatment plant and potable water distribution system as the shift operator of record. In the absence of the WTP Superintendent or Plant Supervisor; and during off-hours or during emergency situations; this classification will assume the role and duties of Chief Operator as defined by the State Water Resources Control Board - Division of Drinking Water (Title 22, Division 4, Chapter 13), and is expected to work independently without supervision to maintain all regulatory compliance and resolve plant performance issues. The work of this position is performed in a regulated, industrial facility.

Successful incumbents perform process control monitoring through laboratory testing, critical observation of plant equipment and analyzers, and occasionally perform preventative maintenance and repair of plant equipment. Distinguishing Characteristics Water Operator II The Water Operator II is an entry level position in the Water Operator series. This job class is for water operators that possess a Water Treatment Operator T2 certification from the State Water Resources Control Board (SWRCB).

Successful incumbents can learn to work in a regulated, industrial facility, become trained as a shift operator, and gain the experience and range of knowledge required for Water Treatment Operator T3 certification. Water Operator III The Water Operator III performs their duties and assignments as a fully qualified, journey-level, shift operator with responsibility for the efficient and compliant operation of the water treatment plant and distribution system. This classification encompasses all of the duties, characteristics, and requirements of the Water Operator II classification.

General Duties to be performed are outlined in the Operations Plan and Standard Operating Practices (SOP). During emergency or unusual operating conditions, this classification is expected to possess the skills to act independently and responsibly to ensure compliant operation of the water treatment plant. This responsibility includes making decisions, performing problem analysis, and interpreting regulatory requirements as noted in Title 22, Chapter 4.

Incumbents in this class are typically distinguished by their level of certification, scope of knowledge, experience, and duties assigned. Representative Duties / Qualifications Water Operator II ESSENTIAL FUNCTIONS OF THE POSITION: Maintains cooperative working relationships with WTP staff. Assists a shift operator in the routine and non-routine operation of the City's Water Treatment Plant and remote pump stations.

Learns to recognize the unique characteristics of the City's three (3) distinct surface water sources, how to blend source water, and how to apply treatment techniques to the water treatment process. Learns to recognize system demand and how to strategically adjust the hydraulic flow of water through the water treatment plant. Learns to operate valves, motors, pumps, filters, chemical feeders, stand-by generators, and associated plant equipment.

Learns procedures to verify accuracy of chemical pump drawdowns and calculations. Learns how to perform general laboratory practices and procedures of analyzation in order to accurately determine disinfectant residuals, turbidity, pH, and additionally regulatory required data using benchtop and online analytical equipment. Performs recordkeeping of Water Treatment Plant operations and laboratory data.

Performs routine inspections of plant equipment and operations. Assists with preventative maintenance of the WTP, e.g., instrument calibration and maintenance, routine cleaning of equipment. Performs plant maintenance and general housekeeping work, e.g., sweeping, cleaning, pressure washing, sanding, painting and grounds maintenance work

Learns to recognize and report unusual or unsafe conditions within the worksite. As qualified, will initiate corrective action. Performs incidental work as assigned to ensure the effective and efficient operation of the WTP.

Participates in all available safety training provided for WTP staff. DESIRABLE KNOWLEDGE, SKILLS, ABILITIES: Knowledge: Generally accepted principles and practices used in the operation of a water treatment plant and pump stations. Water treatment processes, general chemistry, and the performance of mathematical calculations pertaining to water treatment operations.

Microbial contamination and principles of disinfection. The proper application of process chemicals used in the treatment of water. General mechanical, electrical, and hydraulic principles.

Operating plant equipment, such as valves, actuators, motors, pumps, filters, chemical feeders, flow meters. Standardized laboratory methods and procedures. SCADA operating systems.

Ability To: Read, write and perform mathematical calculations, e.g., dimensional analysis, chemical solutions and dosage applications, chemical feed rates, system demand, storage volumes, and detention time. Understand and perform work assignments from oral and written direction. Perform work assignments in a safe manner

Input data and generate reports using computer workstations and associated software programs, e.g., MS Excel, MS Word, MS Outlook, Laboratory Information Management Systems (LIMS), Computerized Maintenance Management System (CMMS). Administer First Aid and/or CPR. EXPERIENCE AND EDUCATION: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying

A typical way to acquire the knowledge and abilities would be: Experience: One year experience working at a water treatment plant or related facilities is highly desirable. Education: Equivalent to completion of the twelfth grade. Successful completion of one 3-unit (or one 36-hour) course of specialized training in drinking water treatment.

LICENSES AND/OR SPECIAL REQUIREMENTS: Possession of a valid T2 Water Treatment Operator certificate, as issued by the State Water Resources Control Board - Operator Certification Program, in accordance with Title 22, Chapter 13, of the California Code of Regulations "California Safe Drinking Water Act". Possession of a Class C Driver's License issued by the California Department of Motor Vehicles. Must be capable of obtaining and maintaining a forklift proficiency certification.

Required to wear personal protective equipment appropriate for job assignments and comply with the "Industrial Safety Orders", Title 8 of the California Code of Regulations. Must comply with the City's Respiratory Protection Program which requires the use of Self-Contained Breathing Apparatus (SCBA). Must be able to work outdoors in all weather conditions with limited exposure to potentially hazardous substances.

Willing to work outside of normal business hours. Must be able to perform manual labor associated with assigned tasks which may include lifting objects up to 50 pounds. Must be willing to work day and night shifts, weekends and holidays.

Water Operator III Performs all duties required of the Water Operator II classification. Maintains cooperative working relationships with WTP staff Exercises reasonable, independent judgment in the performance of their daily tasks and assignments Ability to organize, prioritize, and complete varying workloads and assignments. Coordinates with co-workers: routine operational duties, repairs, cleaning, and preventative maintenance activities.

Conducts safety tailgate sessions and performs work in a manner compliant with industrial safety rules and regulations. Can clearly communicate information orally, and in writing, on matters relating to plant processes, safety issues, compliance, etc. to staff, management, regulatory agencies, and the public.

Performs routine inspections, of plant equipment and associated systems, reports defects, hazards, or failures and initiates corrective action. Recognizes changes to system demand or raw water conditions and systematically adjusts flow and treatment processes to ensure maximum treatment efficiencies, distribution system capacity, and regulatory compliance. Coordinates and performs scheduled calibration of process control instrumentation.

Performs and interprets routine laboratory analysis of water (general, physical, biological). Interprets plant data and adjusts equipment and treatment processes to ensure maximum treatment efficiencies and maintain regulatory compliance. Verifies accuracy of chemical pump drawdowns and calculations.

Ensures accurate and complete record keeping functions. Responds to citizen inquiries and complaints. Guides groups of visitors through the plant.

Assist in the training of water operators. Performs other work as directed. DESIRABLE KNOWLEDGE, SKILL, ABILITIES: Knowledge of: Generally accepted water treatment principles, methods and practices.

Chemical coagulants and coagulant aids, chemical feeder calibration and adjustment. Zeta potential, and interpreting results from a streaming current monitor. Enhanced coagulation, and the TOC/Disinfection by-product correlation.

Corrosion control principles, methods, and applications to treated water for distribution. Mechanical, electrical, and hydraulic principles Methods and precautions in storing and handling hazardous materials, gases and chemicals used in water treatment, sampling, and routine process control tests. Skill: Operating and maintaining the water treatment facilities.

Operating basic computer program skills (Word, Excel, Outlook, relational database, etc.). Completing forms and maintaining thorough, accurate records. Safe operation of tools, equipment and vehicles required to perform in the position

Ability to: Read, analyze and interpret professional journals, technical manuals, technical procedures, and governmental regulations. Read and comprehend equipment operation manuals, the ability to write operating reports and Standard Operating Procedures (SOP's). Perform mathematical calculations relating to treatment plant process control and optimization; distribution cycles, detention time, reservoir turnover; dilution factors, feed rates, chemical concentrations, percent removal.

Analyze changing water conditions, perform a jar test, and determine the correct coagulant dosage. Interpret a water quality report. Read and interpret plans, specifications, and piping diagrams.

Administer first aid and/or CPR. EXPERIENCE AND EDUCATION: Any combination equivalent to experience and education that could likely provide the required knowledge and ability would be qualifying. A typical way to obtain the knowledge and ability would be: Experience: Minimum of two years of experience in the operation of a water treatment plant (one year working at a water treatment plant plus one year as a T2 Water Treatment Operator for a T2 facility or higher) is required.

Education: Equivalent to completion of the twelfth grade. Successful completion of at least two 3-unit (or two 36-hour) courses of specialized training that includes at least two courses covering drinking water treatment. Additional transcripts and/or certifications of specialized technical courses and/or proficiency training in related fields are desirable.

SPECIAL REQUIREMENTS: Possession of a valid T3 Water Treatment Operator certificate, as issued by the State Water Resources Control Board - Operator Certification Program, in accordance with Title 22, Chapter 13, of the California Code of Regulations "California Safe Drinking Water Act". Possession of a Class C Driver's License issued by the California Department of Motor Vehicles. Operate a motor vehicle skillfully and safely.

Must be capable of obtaining and maintaining a forklift proficiency certification.
