Summary
About the Position: You will serve as the primary point of contact (POC) for information relating to payroll systems, including the labor and payroll modules of the accounting system and their integration with the personnel system.

Help
  • Serve as a payroll liaison to managers and employees for all payroll functions and applications.
  • Provide technical assistance regarding payroll applications and ensuring all time is input correctly into automated systems.
  • Research and reconcile discrepancy that appear in numerous reports that are generated by the submission of time and attendance.
  • Analyze automated pay applications ensuring that security measures are in place, records are accurately maintained and timekeepers have proper access.
  • Collects, corrects and transmits these source data files to Defense Civilian Pay System (DCPS), adjusts time and attendance data, inputs schedule changes, reviews individual records and maintains files.
  • Reviews and corrects time and attendance files submitted by timekeepers.
  • Resolves pay and leave problems in close coordination with representatives of District Human Resources (CPAC) and the Defense Finance and Accounting Service (DFAS) payroll office.
  • Updates individual pay and leave records to reflect changes based on personal interpretation of regulations and law.
  • Examines and verifies a wide variety of transactions affecting pay authorization/deductions for accuracy, authority, completeness and conformity to regulatory and statutory requirements.

In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-07 Level:
Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes: Assisting with utilizing an automated system to review employees time and attendance, and experience applying regulations and policies to daily tasks.
OR
Education: One year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, finance, or business administration. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond one year (total semester hours minus 18) by 9. Add the two percentages.
GS-08 Level:
Specialized Experience: One one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes resolving timekeeping and payroll issues; reviewing and interpreting a wide range of timekeeping and payroll laws, policies, regulations, directives; utilizing automated payroll systems such as Defense Civilian Payroll System (DCPS) and the Corps of Engineers Financial Management System (CEFMS) automated time and attendance.

Education: One and a half years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as accounting, finance, or business administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond one year (total semester hours minus 18) by 9. Add the two percentages.
